About this file
This is a Limited Sources Justification for an order under the Federal Supply Schedule (FSS) Multiple-Award Schedule Program. The Department of Veterans Affairs, Network Contracting Office 8/Tampa, is seeking to procure 30 Umano Medical beds and accessories for the James A Haley VA Hospital Community Living Center located in Tampa, Florida. The acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and is being awarded to Maness Veteran Medical LLC (953 N Pickens Bridge Rd, Piney Flats, TN 37686; Phone: 833-367-6778) under FSS Contract Number 36F79725D0083. The beds are required to complete the Haley's Cove New Bed Project, which aims to modernize patient care areas and improve safety, comfort, and operational efficiency.
The justification relies on FAR 8.405-6(b), Items Peculiar to One Manufacturer, as the authority for limiting competition. The government determined that the material must be compatible in all aspects (form, fit, and function) with existing systems presently installed in the facility. Market research confirmed that Maness Veteran Medical is the sole SDVOSB authorized by Umano Medical to distribute the required equipment. The pricing was reviewed against the FSS price list and found to be fair and reasonable. The justification emphasizes that OEM authorization ensures technical compliance, warranty coverage, operational consistency, uniform maintenance practices, and reduces training burdens on clinical and technical staff. The document was signed by Mopelola Agboje (Assistant Chief Nurse, GEC Nursing, James A. Haley) on 4/20/2026, approved by Contracting Officer Quentin Ford on 4/21/2026, and approved by Branch Chief Ellen S. Clark (Tampa Services/Commodities, NCO8) on 4/21/26.

LIMITED SOURCES JUSTIFICATION
ORDER >SAT
FAR PART 8.405-6
Acquisition Plan Action ID: 36C248-26-AP-2617
Contracting Activity: Department of Veterans Affairs, Network Contracting Office8/Tampa, in support of the Community Living Center located at James A Haley VA Hospital located at 13000 Bruce B Downs Blvd Tampa, FL, 33612.
Description of Action: This acquisition is conducted under the authority of the Multiple- Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). This justification supports an Other Than Full and Open Competition award under a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside to Maness Veteran Medical for the procurement of Umano Medical equipment.
Order against: FSS Contract Number: 36F79725D0083
Name of Proposed Contractor: Maness Veteran Medical LLC
Street Address: 953 N Pickens Bridge Rd
City, State, Zip: Piney Flats, TN 37686
Phone: 833-367-6778
(3) Description of Supplies or Services: The Government requires Umano Medical beds and accessories that meet clinical requirements, align with existing equipment, and comply with OEM specifications to ensure compatibility and maintain warranty coverage. This action acquires the final 30 beds needed to complete the Haley’s Cove New Bed Project, a key effort to modernize patient care areas and improve safety, comfort, and operational efficiency.
(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order
VHAPG Part 808.405-6 Limiting Sources Page 2 of 3 Revision: 02 Effective Date: 03/02/2026 Acquisition ID#: 36C248-26-AP-2617 was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: Pricing was reviewed against the FSS price list and found fair and reasonable. With no alternative qualified sources, this order provides the most advantageous value to the Government. Maness Veteran Medical is the only OEM-authorized SDVOSB source capable of meeting the Government’s minimum requirements, including compatibility with the facility’s current inventory and existing technology platform. OEM authorization ensures technical compliance and warranty coverage.
Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted: Market research included OEM engagement, vendor capability reviews, and database searches. Umano Medical provided a letter confirming that Maness Veteran Medical is the sole SDVOSB authorized to distribute the required Umano Medical equipment. No other SDVOSB sources capable of meeting the OEM authorization requirement were identified.
Any Other Facts Supporting the Justification: To maintain operational consistency and ensure uninterrupted patient care, the required bed must be fully compatible in all aspects— form, fit, and function—with the systems currently installed within the facility. Standardizing equipment across units supports uniform maintenance practices, reduces training burdens on clinical and technical staff, and preserves the integrity of existing infrastructure. Procuring items that align with the established configuration is essential to sustain performance, reliability, and safety throughout the facility.
A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The Government will continue to monitor the market for additional authorized SDVOSB distributors. Should the OEM expand its SDVOSB distribution network, future requirements will be competed to the maximum extent practicable.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited source justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
