Summary of Justification and Approval for Other Than Full and Open Competition
This is a Justification and Approval (J&A) document from the Department of Veterans Affairs for Project #629-26-103, an Emergency St. John Roof Replacement and Interior Mitigation at the St. John VA Community-Based Outpatient Clinic (CBOC) in Reserve, Louisiana, and the Southeast Louisiana Veteran Health Care System (SLVHCS) in New Orleans, Louisiana.
The acquisition is a one-time, firm-fixed-price sole source contract with a 45-calendar-day period of performance from issuance of the Emergency Notice to Proceed. The contracting activity is the VA Network Contracting Office 16 (NCO 16) located in Biloxi, Mississippi. The requirement addresses urgent deterioration of the facility's roofing system and interior spaces through replacement of the damaged roof with a new commercial-grade Ethylene Propylene Diene Monomer (EPDM) system, interior wall and ceiling repairs, mold remediation, and structural deck inspection and repair. Required supplies and services include skilled labor for demolition, construction, and installation; supervisory personnel; EPDM roofing membrane and materials; insulation with minimum R-30 rating; underlayment and flashings; sheetrock; paint; acoustical tiles; ceiling grids; and vinyl composite tile (VCT) flooring. The sole source justification is based on unusual and compelling urgency per 41 USC §3304(a)(2), as a competitive procurement would require an additional 60 days that is not feasible given ongoing damage and patient safety risks. Coacint, LLC, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) with prior experience at SLVHCS, is identified as the sole source contractor capable of mobilizing within two weeks and possessing specialized EPDM expertise and safety protocols. Limited market research identified only six SDVOSB/VOSB firms with relevant capabilities. The contracting officer determined the anticipated cost to be fair and reasonable based on historical data and Independent Government Cost Estimate comparison. Future roof maintenance and inspection requirements will be procured competitively.
