About this file

This document is a Single Source Justification for SAP (Simplified Acquisition Procedure) up to SAT (Simplified Acquisition Threshold) from the Department of Veterans Affairs. The document justifies a sole source award to Comcast Cable Communications LLC for cable television and internet services at the Brockton VA Medical Center. The contract period spans five years, from 1/29/2026 to 1/28/2031, with a base year and four option years.

The justification highlights that Comcast is the only viable cable and internet service provider in the area, with a proprietary cable system already installed in the facility's buildings. Changing providers would require extensive and disruptive cable replacement, potentially impacting patient care. The market research conducted, including searches through SBA DSBS and NAICS codes, supports this sole source recommendation. The estimated contract value is redacted, and the contracting officer, Phillip Crockett, has certified the justification in accordance with FAR 13.106-1, with a digital signature dated 12/31/2025.

Single Source Justification for SAP up to SAT

Revision: 02 Page 2 of 2 Effective Date: 12/30/2025 Acquisition ID# recommends a sole source award to Comcast Cable Communications LLC.

Comcast Cable Communications is the sole provider in this area and sourcing through any other cable and internet provider would require them to install their own utility cables from the main street to the campus, and they would also have to install interior wiring and cabling to support the cable television boxes which would greatly increase costs and delays in providing the service. This would greatly impact patient care at the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
