About this file

This is a Single Source Justification document submitted by the Department of Veterans Affairs under FAR 6.103-1 for a simplified acquisition between the micro-purchase threshold and the simplified acquisition threshold. The contracting activity is VA Philadelphia Medical Center's Network/Program Contracting Office 04, located in Philadelphia, PA. The acquisition (ID: VA-26-00078675) is for the purchase of one UVsmart D60 Disinfection System manufactured by UV Smart/Advanced Sterilization Products (ASP), along with a printer for re-processing cycle information, required licensing, installation services by the original equipment manufacturer, and training. The justification emphasizes that this is the only device on the market specifically designed for disinfecting TEE (transesophageal echocardiography) probes without requiring water hookups.

The single-source justification is based on unique facility constraints at VA Philadelphia. The medical center currently experiences water intrusion damage to TEE probes and has unacceptable plumbing conditions in the Medivator re-processing room that will require up to four years of construction to remediate. Alternative TEE probe reprocessing units from other vendors require full utility hookups (water, ventilation, air) and chemicals, which are incompatible with the facility's current infrastructure and would reduce scope processing throughput by eliminating one Medivator unit. The UV disinfection capability of the D60 provides an alternative solution that addresses the water intrusion issues while maintaining processing capacity. Market research was conducted through Google searches, vendor presentations, consultation with SPS leadership, and review of a VHA national equipment database. A Sources Sought Notice posted on SAM.gov from July 10–24, 2026 received one response from ASP/OEM. The Contracting Officer, Andrea Aultman-Smith, approved the purchase on July 30, 2026.

FAR 6.103-1 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 6.103-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: VA-26-00078675

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting

Office 04, located at VA Philadelphia Medical Center, 3900 Woodland Ave, Philadelphia, PA 19104

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VA Philadelphia has a current issue with water intrusion within TEE probes resulting in subsequent damage and an unrepairable nature. This procurement covers the purchase of one brand name UVsmart D60 Disinfection System, a printer for re-processing cycle information, the required license, installation services by Original Equipment Manufacturer (OEM) staff and training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The solution stated here is the only one known on the market specifically designed for disinfecting TEE probes without the need for water hookups. While there are other existing vendors that can provide a TEE probe re-processing unit, these vendors require full utility hook-ups (water, ventilation, air) and chemicals for disinfecting. VA Philadelphia currently has an issue within the Medivator re-processing room where the current drain setup and plumbing fixtures were deemed “not acceptable” by VACO FMS. The VA is in the process of a re-design and construction to remediate the issue. This requires existing drains to be re-done and individual plumbing connections for each Medivator and may take up to four years for completion of construction. The original plan was to replace one of the Medivator units with a TEE probe processing unit, but this does not alleviate the concern with the existing conditions. Therefore, this would cause SPS to lose one Medivator for scope re-processing since there are two units per plumbing connection (only one is allowed to be run at a single time). This would greatly reduce throughput and cause impacts to the turnover of scopes and probes.

The UV capability of the D60 disinfection unit provides an alternative approach to addressing the ongoing water intrusion to TEE probes and alleviates the burden on scope processing. Upon research, no other vendors could provide a similar type of machine designed specifically for TEE probe re-processing with UV functionality.

Therefore, VA Philadelphia is requesting a brand name only procurement of the D60

(ASP).

4. Description of market research conducted and results or statement why it was not conducted: Prior to the decision, several vendors available on the market were consulted. This occurred by reviewing a google search of available vendors. Both were consulted with regards to their TEE probe re-processors and vendor presentations were conducted. SPS leadership provided knowledge from other hospital systems on existing units, and a VHA equipment database was reviewed nationally to see other vendors utilized within the VHA.

Market research was conducted and were both consulted and reviewed by vendor presentations. Both were options that required water and air hook-ups.

A Sources Sought Notice posted on SAM.gov from 7/10/2026 to 7/24/2026 received one response with a product description from ASP/OEM.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 6.103-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
