Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

1. Contracting Activity: Department of Veterans Affairs, VISN 01, West Haven
Medical Center, 950 Campbell Avenue, West Haven, CT 06516.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Connecticut Healthcare System is seeking a comprehensive Nuclear Medicine Measurement System capable of performing thyroid uptake tests, bioassays, wipe tests, and quality control testing. The Captus 4000e Thyroid Uptake System manufactured by Capintec (Mirion Technologies) meets all technical requirements identified by the service.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Thyroid Uptake Systems are highly specialized forms of equipment used by Nuclear Medicine to assess thyroid health and function, and for the diagnosis of medical thyroid conditions. The Captus 4000e provides proprietary, integrated features not available in competing systems, including:
• Integrated DICOM interface
• Custom protocol capabilities
• Automated quality assurance testing
• Dedicated ergonomic stand designed specifically for the system
The Biodex Atomlab 960 system, the closest comparable product, lacks automated QA capabilities and does not provide required bioassay tracking or reporting. Use of the Atomlab system would require additional physicist support to conduct manual QA procedures, leading to higher cost and operational inefficiency for the government. The Captus 4000e is considered the industry standard and is deployed widely across nuclear medicine clinics nationwide.
4. Description of market research conducted and results or statement why it was not conducted: A recent purchase was made for VAMC Togus, ME for this exact system in March of 2026, 36C24126P0343. The market research for that procurement was reviewed and results confirmed. A search on SBA with NAICS

339112 and keyword “Capintec” resulted in one SDVOSB, DGA Medical. A search on Sam.gov was conducted with 339112 and multiple SDVOSBs were identified. A search on SCMC and GSA Advantage/eLibrary with keywords “thyroid intake system” yielded zero results. Market research from a recent buy for the exact item was also used to include an email survey sent to the OEM that stated Capintec as the sole source of the Captus-4000e Thyroid Intake System and both SDVOSB DGA Medical and SDVOSB 1st American Medical Distributors were identified as their resellers. A sole source letter was provided and is on file.
