About this file
This document is a Single Source Justification (SSJ) for a sole-source procurement of Planmeca ProSensor HD imaging sensors for the VA Central California Health Care System. The justification explains that the VA currently uses Planmeca Pro-X 2-D imaging units which require the specific Planmeca ProSensor HD sensors, with no generic or compatible alternatives available. The procurement is a small business set-aside under NAICS code 339114 for dental equipment and supplies, with an estimated value under the Simplified Acquisition Threshold (SAT) of $250,000.
Market research included an SBA DSBS search identifying 381 potential vendors (47 VOSB and 334 SDVOSB), a GSA Advantage query, and an RFI to the original equipment manufacturer (OEM). The OEM confirmed only two authorized SDVOSB distributors and one additional small business distributor who can meet the requirement through an ECAT contract. The justification emphasizes that using any alternative sensor would cause compatibility issues and potentially delay patient care, thus necessitating a single-source procurement of the Planmeca ProSensor HD imaging sensor.

4. Description of market research conducted and results or statement why it was not conducted:
An SBA DSBS search utilizing NAICS: 339114 (DENTAL EQUIPMENT AND SUPPLIES MANUFACTURUING) presented 381 results with 47 being VOSB’s and 334 being SDVOSB’s. A GSA Advantage query was conducted utilizing keyword(s) “ProSensor” and no relatable results were found as this product is a specific sensor used by the Planmeca ProX intraoral X-ray unit that is currently in use at the Station.
