About this file
This is a Single Source Justification document for a federal contract award under simplified acquisition procedures for amounts exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VISN 06, Hampton VA Medical Center (procuring for Asheville VA Medical Center) seeks to award a brand-name-only contract to Waya Health for a Virtual Reality (VR) platform, including hardware, proprietary software licenses, implementation, training, and technical support services. The equipment will support Veterans with chronic pain, anxiety, PTSD, and functional limitations through immersive, nonpharmacologic interventions. The platform includes content for pain reduction, stress management, movement and exercise, cognitive training, creative arts therapy, lifestyle education, and relaxation experiences tailored to Veterans and clinical workflows. The contract covers a base period plus two option years.
The justification establishes that Waya Health is the sole source capable of meeting requirements because it offers a healthcare-specific, enterprise VR/XR platform built for hospital, outpatient, post-acute, long-term care, and home/remote settings with clinically oriented content, integrated mobile device management, no-code experience creation tools, and AI-driven avatars. Market research confirmed that competing general-purpose VR platforms lack healthcare-specific security, scalability, and clinical usability features. Waya Health has demonstrated successful large-scale VA implementation through a prior $1.8 million contract under which over 350 VR systems were deployed to 56 VA medical centers in 34 states and Puerto Rico. The justification was signed by Contracting Officer Zanona Pickett on August 17, 2026, under Acquisition ID 36C246-26-AP-3343.

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C246-26-AP-3343
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA
Medical Center, 100 Emancipation Drive, Hampton, VA 23667 for Asheville VA Medical Center, 1100 Tunnel Road, Asheville, NC 28805 2237: 637-26-3-996-0212
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a brand name only requirement for the Waya Health Virtual Reality (VR) platform, including hardware, proprietary software licenses, and associated implementation, training, and technical support services for the use in clinical and therapeutic settings.
This equipment will be used to support Veterans with chronic pain, anxiety, post-traumatic stress disorder (PTSD), and functional limitations through immersive, non-pharmacologic interventions aligned with whole health, pain management, mental health, and rehabilitation priorities. The platform’s content includes experiences for pain and discomfort reduction, stress and anxiety management, movement and exercise, cognitive training, creative arts therapy, lifestyle education, and relaxation environments tailored to Veterans and clinical workflows.
ESTIMATED AMOUNT for a Base + 2 Option Years
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The facility’s market research identified multiple general‑purpose VR offerings;
however, these alternatives largely target consumer or generic enterprise use and lack the healthcare‑specific features, VA experience, and validated clinical deployment that Waya Health provides. Competing platforms generally do not offer an enterprise‑grade VR/XR system specifically designed for healthcare with integrated security, scalability, and clinical usability tailored to VA clinical workflows.
Waya Health uniquely offers the following characteristics that are essential to this requirement and not reasonably available from other sources:
A healthcare‑specific, enterprise VR/XR platform built for hospital, outpatient, post‑acute, long‑term care, and home/remote settings, allowing use across multiple service lines within the facility.
VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Acquisition ID# 36C246-26-AP-3343
A clinically oriented content library including relaxation, movement and exercise, cognitive training, lifestyle education, creative arts therapy, and mental health–focused experiences specifically built for Veterans and patients.
Integrated mobile device management, no‑code experience creation tools, AI‑driven avatars, instructor control, and shared learning features that support clinical workflows and staff education without requiring in‑house software development.
Proven, large‑scale implementation in the Department of Veterans Affairs, including a prior $1.8 million contract with VHA under which over 350 VR systems were deployed to 56 VA medical centers in 34 states and Puerto Rico, along with established training, technical support, and upgrade pathways.
Waya Health’s existing integration and alignment with the VHA Extended Reality (XR) Network and its prior VA deployments significantly reduce implementation risk, security concerns, and training burden compared to non‑healthcare or consumer‑grade alternatives. Because our facility intends to operate multiple VR platforms with different specialties, it is critical that at least one platform be a clinically focused, VA‑vetted system with demonstrated success within VA; at present, Waya Health is the only vendor that meets these combined requirements.
Given these unique characteristics, procuring an alternative vendor would introduce unnecessary risk, require substantial customization, delay clinical deployment, and may result in a solution that does not meet VA security, usability, or clinical integration needs.
Therefore, only Waya Health can reasonably satisfy the agency’s requirements for this particular VR implementation, and a single‑source award is justified.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted to identify virtual reality platforms suitable for clinical use within VA, including web-based review of VR vendors, review of VA program documentation, and analysis of offerings known to be in use across VA facilities.
Research confirmed that there are many general-purpose VR platforms and that our facility plans to utilize four different VR options due to their different specialties and target clinical use cases.
However, the research also showed that most alternatives lack critical healthcare-specific capabilities: enterprise-grade security and scalability designed for clinical workflows, a curated library of clinically oriented content for Veterans, integrated device management, no-code experience authoring, and features that support both clinical care and staff education. In contrast, Waya Health was identified as a leading, clinically focused VR vendor already vetted and deployed widely within VA, with content and tools tailored to VA-relevant conditions such as chronic pain, anxiety, PTSD, and functional impairment.
