About this file

This is a Single Source Justification document for a federal simplified acquisition exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, Veterans Healthcare Administration, Regional Procurement Office West, Network Contracting Office 20, is procuring a one-year service and preventative maintenance package for the Boise VA Medical Center's Research Service Histology/Pathology/Imaging Core instruments manufactured by Epredia (Richard-Allan). The estimated contract value is $16,506.00. The contracting officer justifies the single source award to Epredia/Richard-Allan LLC based on unique characteristics limiting availability to only one source: Epredia only recognizes factory-trained certified service engineers employed by the manufacturer to maintain, repair, and move the instruments to maintain warranties, and Epredia is the exclusive OEM parts supplier. Market research included reviews of VA and existing government contracts, internet searches to identify alternative sources, and confirmation from the manufacturer that only Epredia-employed service technicians are certified to perform services on Epredia-manufactured instruments in the United States. A sole source letter dated April 24, 2026, has been uploaded into the contract file. Contracting Officer Jennifer Robles certified the justification as accurate and complete on May 14, 2026, under FAR 13.106-1(b). The acquisition plan action ID is 36C260-26-AP-3397, with JOFOC FY26 tracking number FY26-NCO 20-1277.

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C260-26-AP-3397

1. Contracting Activity: Department of Veterans Affairs, Veterans Healthcare

Administration, Regional Procurement Office West, Network Contracting Office 20, 1601 E. Fourth Plain Boulevard, Vancouver, WA 98661 on behalf of Veterans Integrated Service Network 20, Boise VA Medical Center, Research Service (151), 500 Fort Street, Boise, ID 83702-4501. Purchase Request #: 531-26-4-199-0100.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Service and preventative maintenance package for Research Service’s Histology/Pathology/Imaging Core’s (HPIC) instruments manufactured by Epredia (Richard-Allan). This requirement has an estimated cost of $16,506.00 for one year of service.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Epredia/Richard-Allan LLC only recognizes its factory trained certified service engineers to maintain, repair, and move the instruments located at the Boise VA Medical Center to maintain the warranties. Epredia/Richard-Allan LLC is the manufacturer, as well as the exclusive OEM Parts supplier of its anatomical pathology equipment. Since this is a proprietary service requirement and in accordance with RFO 6.103-1, this will be sole sourced to the manufacturer Epredia/Richard-Allan.

4. Description of market research conducted and results or statement why it was not conducted: VA and existing government contracts were reviewed; however, none were found that could fulfill this requirement. Internet searches were conducted to confirm the parent-company relationship of Epredia and Richard-Allan and search for other sources capable of performing this service although none were identified.

The manufacturer, Epredia, also confirmed that it only certifies Epredia-employed service technicians to perform services on Epredia manufactured instruments in the https://www.acquisition.gov/?q=/browse/far/13
