Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA PITTSBURGH Healthcare System, Pittsburgh, Pa 15215. 646-26-123-0022
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VAPHS implemented a window shade replacement project for University Drive and the Heinz Campus in 2018. Mecho/ 5x was utilized in the initial install and continues to be the vendor/ window covering of choice on recent installation for consistency.
Scope of work for current justification includes procurement of 5 single and 16 double shades (to match existing shades) and includes installation. Installation will take place in newly reconstructed 6East 48 Hour observation wing, located at University Drive in Oakland Pa.
This Sole Source Justification is for Mecho/ 5x window shades
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Mecho/5x has been selected for cleanability, high load capacity, sizing, install process and warranty. The VA Pittsburgh Healthcare facilities utilize the cleaning agent Oxivir (hydrogen based cleaner), Oxivir is within the approved cleaners by Mecho, assuring facility cleaning/ disinfecting requirements are met. Many competitors do not recommend hydrogen-based cleaners and would require introduction of non-approved cleaners/ processes into the facility; increasing costs and chance of disease spread.
Load capacity directly affects the patients� and employees� access to a comfortable healing environment. With increased need for larger shades to fit existing window openings, comes additional load on the chain and mechanism used to raise and lower the window shades. Mecho offers a patented clutch that guarantees the chain load is within ADA limits allowing patients to easily control the amount of light within a space and creating a more healing environment.
