About this file
This document is a Justification for Single Source Awards under Simplified Acquisition Procedures (SAP) for a Department of Veterans Affairs (VA) contract opportunity to lease six (6) Karl Storz Endosinus Scope Sets for the George E. Whalen VA Medical Center.
The VA requires the lease to replace three (3) damaged and end-of-life Endosinus scopes currently owned by the medical center. The scopes are used in the Ear, Nose, and Throat (ENT) and Operating Room (OR) departments. Due to proprietary software in the Karl Storz equipment, the medical center cannot use scopes from other manufacturers as they are not compatible with the existing system. The estimated period of performance is a base year from 7/1/2024 to 6/30/2025 with four (4) one-year option periods. The total estimated cost for the lease is undisclosed. The related federal contract opportunity, Solicitation Number 36C25924Q0563, is for the Karl Storz Endosinus Scope Lease with a similar period of performance.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The George E. Whalen VA Medical Center has a total of $ worth of leased and owned Karl Storz equipment in the ORs. This includes all the attachments, cables, light sources, and video equipment. In a letter dated August 14, 2023, from Matt Hopper, Manager, Federal Healthcare at Karl Storz, it states, “KARL STORZ Endoscopy-America, Inc. utilizes proprietary software within its video endoscopy technology. This software is within our camera heads, camera control units, endoflators, image management devices and light sources amongst other items.” As a result of the proprietary software, no other manufacturer’s scopes are compatible or will work the existing system in place. With over in leased and owned equipment within the medical center, it would not be in the best interest of the Government to lease scopes from another manufacturer due to the additional costs associated with leasing, and then purchasing new equipment and accessories compatible with the new manufacturer’s product.
