About this file
This document is a justification for a sole source brand name contract award. It details requirements for a robotic prescription dispensing system from ScriptPro for the Phoenix VA Health Care System. Key details include:
-
The system will include two SP 200/CCC 6-slot collating control centers, servers, printers, electronic signature devices, notification boards, and pill counters. Annual subscription and support is also required.
-
The justification cites standardizing equipment between facilities for staff training, reducing clinical risks, and ensuring communication system compatibility as reasons for the brand name requirement.
-
Market research included an RFI with no responses, contacting over 400 SDVOSB/VOSB vendors with no responses, and determining ScriptPro and Veterans Healthcare Supply Solutions are the only authorized distributors.
-
Delivery is expected between December 2021 and January 2022 to the new Phoenix VA Clinic 32nd Street with installation and training to follow. The sole source award will go to ScriptPro/Veterans Healthcare Supply Solutions.

(X) Brand Name requirement
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The proposed Robotic Dispensing Systems for new Phoenix VA Clinic – 32nd Street is identical to the products and systems currently in use at the Carl T. Hayden VA Medical Center. This will standardize staff training requirements for both facilities and reduce clinical risks associated with the same staff having to switch between different manufacturer systems in use at each facility.
ScriptPro System communications from the main VA hospital will be through the EHR platform and will connect with the new Phoenix VA Clinic – 32nd Street. This proposal will eliminate the need for the addition of a different manufacturer communication server and limit possible compatibility issues when utilizing any robotic systems other than what is provided by ScriptPro USA, Inc. The estimated cost of having to purchase and install a separate server is in excess of $100,000.00 and would add compatibility limitations to the system.
The proposed system will also reduce life cycle costs by standardizing the operation, supplies, training, and maintenance requirements for systems in both the main VA hospital and the Phoenix VA Clinic – 32nd Street.
The ScriptPro’s SP 200 Control Center automates the repetitive, manual dispensing tasks subject to human error. In addition, it automatically collates prescriptions for each and every patient seen at the Carl T. Hayden VA Medical Center as well as the nearby Phoenix VA Clinic – 32nd Street. With a count accuracy of 99.7% , ScriptPro robotics can fill, label, and collate up to 150 vials per hour with almost zero error.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practical: See section 8 below for detailed market research efforts to ensure offers will be solicited from as many potential sources as deemed practical.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The Contracting Officer will compare the quote from the vendor with the Independent Government Cost Estimate (IGCE) developed by the program to ensure that the cost is Fair and Reasonable IAW FAR 13.106-3(a)(2)(vi). In addition, the Contracting Officer will compare the quoted price to orders found on FPDS for similar requirements and the price list on GSA, previously determined to be fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Contract Opportunities Request for Information (RFI)/Sources Sought Notice: An RFI/Sources Sought Notice was published to Contract Opportunities in beta.sam.gov for this acquisition on 6/10/21, with responses due 6/17/21. We received no responses.
SDVOSB/VOSB Sources via VetBiz (VIP): In accordance with VAAR Subpart 819.7004, 819.7005,
819.7006 - https://www.vip.vetbiz.va.gov/, a search was conducted on Vetbiz.gov in an attempt to locate Service-Disabled-Veteran-Owned-Small-Business (SDVOSB) and Veteran-Owned-Small Business (VOSB) concerns utilizing NAICS code 339112. This search provided 414 SDVOSB and VOSB vendors. From these results, all vendors were contacted via email on 6/10/21 with a Sources Sought

Revision 03 Date: 02/11/2021 notification. Responses were due by 6/17/21 at 3:00 PM (Eastern) (Attachment – email to Vetbiz results RFI email). We received no responses.
National Contracts, BPAs, and BOAs: A search for “scriptpro” was conducted 6/17/21 on the National Strategic Source Listing found at https://vaww.pclo.infoshare.va.gov/PCLO/MMStrategicPlan/PEO/Lists/National%20ContractBPABO A/AllItems.aspx. Zero (0) results were found. National Contracts, BPA’s and BOA’s are not an appropriate source at this time.
GSA eLibrary: https://www.gsaelibrary.gsa.gov/ElibMain/home.do. A search for “Scriptpro” led to Schedule 65 IIA (Medical Equipment and Supplies), Category A-92. I contacted the sales representative for Scriptpro, Melissa Trammel via email (see P02-email to melissa trammel for authorized scriptpro vendors) and asked about authorized vendors for their products. She told me that ScriptPro (an other than small) and Veterans Healthcare Supply Solutions (VHHS) were the only authorized vendors for their products. I then called Melissa on 6/17/21 and asked whether the items in the requirement would be available through them, through GSA E-Buy. She responded that they could be procured from them via the GSA contract vehicle. I then contacted Chris Masters from VHHS, also on 6/17/21, and I asked him whether the items in the SOW would be available through them through GSA E-Buy. Chris responded that they would not be able to use GSA E-Buy as they are not set up for it with ScriptPro. Since there is only one eligible vendor to quote in GSA, GSA is not an appropriate source at this time.
