About this file

This document is a Sole Source Justification for a Department of Veterans Affairs (VA) contract to provide maintenance and support services for the Personal Identification Verification (PIV) access control system at the Wilkes-Barre VA Medical Center. ITEMS IN ACCORDANCE WITH FAR 13.5

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes-Barre VA Medical Center, 1111 East End BLVD, Wilkes-Barre, PA., 18711. PR#693-24-3-539-0042

2. Nature and/or Description of the Action Being Processed:

The Wilkes-Barre VA Medical Center has a new brand name requirement to provide contract support to maintain the Personal Identification Verification (PIV) card access control system. The contractor will provide the proprietary software license, programming support, inspection, repair, installation of new components where obsolete components exist, installation and activation of new secure doors, call back service for repair work, and training to VA staff.

The requirement consists of several tasks that include the inspection of all I-Star panels, which includes power supplies at the WBVAMC and outpatient clinics. A service call agreement is required that will provide a technician capable of troubleshooting and repairing services for all PIV door hardware, I-Star panels, power supplies, card readers, sensors, and programming on the server or software. Service calls have a minimum response time due to the location and security requirements of the PIV access panels. Software requirements include the C-Cure 9000 license, any sub-licensed programming, Lynx, and must show that they are a certified Software House Channel Partner. The contractor shall provide onsite and offsite staff to migrate the data from the VA-owned C-CURE physical server onto the VA-owned virtual server with limited assistance from the VA IT staff. Spare hardware and new installation requirements are necessary to upgrade the currently installed system per the statement of work.

5. Demonstration that the C Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

Johnson Controls is the only brand available to meet the current requirement based on the following; the two software programs (C-CURE9000 & Lynx) are proprietary programs owned by Johnson Controls. If the government were to allow for a different software(s) that is alleged to provide the same functionality to the access control or mass notification system, then the government experience delays and duplication of cost to get the software approved on the VHA computer system. Additional personnel training, a time-intensive system switch, and to installation of the new system will increase the downtime for Veteran safety and security. There are providers camera system however all of the local controllers would need to be changed from Software House (I-Star panels) to DSX control panels with onboard hardware to communicate to the surveillance system. If the WBVAMC were to take this route the cost of replacing the I-Star panels would be nearly $1.2M and the government and dedicated to the DSX architecture rather than the existing Software House. The parts and software are available from multiple authorized vendors as discussed in sections 8 and 10.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

The marketplace has limited availability based on the sources sought and the propriety nature of the equipment and certification required for this requirement. A sources sought was conducted for 14 days and revealed, three Small Businesses and two Large businesses capable of meeting this requirement. The Independent Government Cost Estimate (IGCE) was based on an estimate from Johnson Controls. Further market research included FPDS, VIP, SAM, and GSA using NAICS: 561621 and keywords: C-CURE, I-STAR, and Lynx. The manufacturer was also contacted and was able to provide important information regarding vendors and certifications for the software systems.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The anticipated cost is considered fair and reasonable based on historical pricing and market research. The anticipated cost for this procurement is $497,608.00.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

According to market research, two Small Business and two Large Business vendors with valid SAM.gov registrations are available to meet the requirements in the Statement of Work. A search on GSA was conducted, not all of the required line items are available on GSA. Searched VIP using NAICS 561621 and keywords C-Cure, I-Star, and Lynx. Searched FPDS for historical contracts and verified several vendors through the SAM website. Based on the sources sought results, information from the manufacturer, and the Rule of Two, it is recommended this procurement be solicited as a Small Business set aside on the open market.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:

Based on knowledge from the technicians at Johnson Controls all of the work can be conducted by an authorized vendor however they did recommend Johnson Controls technicians would have the most skill to complete the requirement.
