Justification and Approval for Other Than Full and Open Competition (Sole Source)
This document is a Justification and Approval (J&A) for a sole source contract award under 41 USC §3304(a)(1), justifying procurement without full and open competition. The Department of Veterans Affairs, VISN 23, Iowa City VA Medical Center (Contracting Activity 2237: 636-26-4-8895-0064) seeks to award a new Firm Fixed Price service contract for Snow Removal Services, including shoveling sidewalks, plowing parking lots, and hauling away snow piles. The contract is valued at $674,175.00 for the base period plus four option years, with a performance period from September 1, 2026, through August 31, 2031. The sole source contractor is Patriot Property LLC, an SDVOSB (Service-Disabled Veteran-Owned Small Business) registered in SAM and compliant with NAICS code 561730.
The justification demonstrates that Patriot Property LLC is the only qualified vendor within 80 miles registered in SAM and eligible for sole source authority. Previous procurement attempts faced delays and poor service due to insufficient local registered providers. The contractor's proximity, existing local snow removal team, and strong past performance on the predecessor contract (36C26325P1063, awarded August 19, 2025, for $160,725.00) enable rapid response to Iowa City's winter weather, ensuring patient safety. Market research found no small businesses registered under the relevant NAICS code in the state. The VA conducted outreach to six additional local vendors and provided SAM registration assistance to promote future competition. An intent to sole source will be posted to Contract Opportunities for 10 days, and costs are determined fair and reasonable when compared to the Independent Government Cost Estimate and predecessor contract pricing. The document was signed by Maintenance Supervisor Joseph Hulsizer on July 9, 2026, Contracting Officer Steve Ashby on July 9, 2026, and Branch Chief Curt LaRose on July 9, 2026.

Furthermore, we have reached out to a total of 6 local snow removal businesses with positive performance reviews over the last two years to get them registered in SAM. Currently none of those businesses have done so. I have reached out directly to Sara Hanson with another possible prospect in hopes she can help them through the process to promote competition locally in an area that is lacking this type of vendor participation.
