About this file

This document is a Notice of Intent to Sole Source / Presolicitation Notice. The Department of Veterans Affairs Network Contracting Office 9 intends to award a firm-fixed price task order against the SoloProtect, US General Services Administration Federal Supply Schedule contract 47QSWA19D007T for the procurement of 63 units each of Soloprotect Monitoring Service, Soloprotect Add-on Check-in/Check-out, and Soloprotect Add-on Man-down (Incapacitation). The justification for the sole source award is that the supplies and services are unique and highly specialized, as the devices are tailored to the personnel working alone in the field and already integrated with the existing Veterans Health Information Systems and Technology Architecture. The anticipated award date is on or about October 1, 2024, for a base year with four option years. The procurement will be classified under NAICS code 561621 with a small business size standard of $27 million. Interested parties may submit capability statements by September 25, 2024, to demonstrate they can provide an alternate solution that meets the stated requirements and integrates with VistA.

The anticipated statutory authority permitting limiting the source for the requirement is FAR 8.405 6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

James H. Quillen requires a security solution to ensure safety of personnel in the work field alone. Monitoring devices for remote work employees who enter Veterans homes is essential. The safety devices are tailored to the personnel that are working alone.

The intended procurement will be classified under North America Industry Classification System (NAICS) 561621 with a small business size standard of $27 Million. This notice of intent is not a request for offers. However, all responsible sources may submit a capabilities statement that proves by the preponderance of the evidence that another contractor can provide a different solution that has current interoperability with the Veterans Health Information Systems and Technology Architecture (VistA) while achieving the above stated requirements and the requirements stated within the attached statement of work.

All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
