1. Contracting Activity:

2. Brief Description of Supplies/Services required and the intended use/Estimated
Amount:
To provide Lynx Standard Software Server Seats, Lynx Messenger Pro Client Licenses, and
Lynx Key Pro Client Licenses for the North Battlefield VA Outpatient Clinic Duress and Mass
Notification system.
Estimated Amount: $36,848.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Lynx Key Pro and Lynx Messenger software is what is currently in use at the Hampton VAMC and to ensure compatibility with the CBOC the same software and licenses are needed. This software is for the safety of Veterans and Employees to ensure important notifications are communicated in a timely fashion.
4. Description of market research conducted and results or statement why it was not conducted: The Lynx Standard Software Server and Lynx Messenger Pro have been installed at Hampton VAMC and the panic alarms at the North Battlefield VA Outpatient Clinic need to be compatible with what is currently in use.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
