About this file
This is a Justification for Single Source Awards (IAW FAR 12.201-1) issued by the Department of Veterans Affairs for a procurement action exceeding the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.
The Fresno VA Health Care System's Percutaneous Access and Closure Unit (PACU) department requires a SiteRite 9 Ultrasound System (Part # 9770800) and associated components to replace an end-of-life cardiovascular access ultrasound system. The estimated contract value is redacted in the document. The contracting activity is the Department of Veterans Affairs Regional Procurement Office West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area 5.2, Network Contracting Office (NCO) 21, Fresno VA Health Care System (VAFHCS), located at 2615 East Clinton Avenue, Fresno, CA 93703-2223. The procurement is approved for award to Becton, Dickinson and Company, the sole manufacturer and distributor of the SiteRite 9 system.
The justification establishes that only one source is reasonably available based on unique characteristics limiting availability. The SiteRite 9 system is designed to integrate with the facility's existing BD Sherlock 3CG Tip Confirmation System Workflow, providing integrated ultrasound guidance and catheter tip navigation/confirmation for vascular access procedures. Key limiting characteristics include integration with the Sherlock workflow, compatibility with existing clinical equipment, vascular-access-specific functionality including vessel assessment and measurement tools, and integrated visualization tools supporting real-time needle tracking. Market research confirmed that no other ultrasound systems can demonstrably integrate with the PACU's existing Sherlock 3CG workflow while providing equivalent vascular-access-specific functions. The SBA DSBS search identified only two small business entities in the broader medical device manufacturing space, neither demonstrating specific OEM status or authorization to manufacture or supply the SiteRite 9. The contracting officer certified the purchase is approved in accordance with FAR 12.201-1(c)(2).
