About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs for a mammography reporting system software procurement under FAR 12, applicable to purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The VA Southern Nevada Healthcare System (VISN 5, HSA 52, NCO 21) seeks to procure Volpara's mammography reporting system (MRS) software to track mammography exams and monitor veteran BIRADS codes in compliance with FDA and National Mammography Program regulatory requirements. The procurement includes four annual option years. Market research was conducted across multiple sources including SBA's dynamic search tool (which identified 935 SDVOSBs and 983 VOSBs under NAICS 339112), GSA Advantage, GSA eLibrary, the NASA Acquisition Center, SEWP, and SAM.Gov, with no applicable alternatives identified. The contracting officer documented previous awards to Volpara Health Inc (now Lunit Americas, Inc) for identical software, including a competed award on 07/15/2025 for $94,500.00 with three quotes received, and multiple sole-source awards. The justification establishes that Volpara is the sole manufacturer of compatible software already installed and licensed to meet FDA requirements, with no alternative software found compatible with existing on-site equipment. Contracting Officer Mathew B. Czeshinski certified the purchase is approved in accordance with FAR 13.106-1(b), with an effective date of 12/30/2025.
