About this file
This document is a Justification for a Brand Name Award under Simplified Acquisition Procedures (SAP) for the purchase of 5 MGC Diagnostics CPFS/D USB Spirometers with BreezeSuite software and related accessories for the Eastern Oklahoma Veterans Health Care System.
The justification outlines the need for the spirometers to be compatible with the existing MGC Diagnostics plethysmographs at the main hospital and larger clinic in order to seamlessly interface with the Vista Imaging system through an HL7 interface. It also states that purchasing spirometers from another manufacturer would not be in the Government's best interest due to incompatibility with the existing equipment. The estimated total value of the acquisition is under the Simplified Acquisition Threshold of $250,000. The solicitation for this requirement, 36C25924Q0363, is a 100% Small Business set-aside with a deadline for quotes of 1:00 pm CT on 06/11/2024. The North American Industry Classification System (NAICS) code is 334510 with a small business size standard of 1,250 employees.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Eastern Oklahoma Veterans Health Care System currently has two (2) MGC Diagnostic plethysmographs. One is located at the main hospital and the other at the larger clinic. Both machines interface with Vista Imaging through the software BreezeConnect Network/HL7 interface.
The five (5) spirometers will use the same HL7 interface to upload spirometry reports that will be read by a respiratory therapist or the pulmonologist at the main sites. Due to a variety of platforms, there would be technology issues and the productivity of communication and efficiencies would be hindered if another manufacturer’s spirometers were to be procured. Further, another manufacturer’s system would compute with different analogs that will lead to different diagnosis/prognosis of care. The metrics will not match for accurate and optimized outcomes. With another manufacturer’s spirometer, the five (5) sites cannot work together to combine data and trend visits for the patients if they decide to be cared for at another CBOC in the Eastern Oklahoma Healthcare System or need more extensive testing at the main hospital or larger clinic. Lastly, it would not be in the Government’s best interest to utilize another manufacturer’s spirometer because the plethysmographs from MGC Diagnostics would not be compatible. Additional plethysmographs in the amount of each would need to be purchased.
4. Description of market research conducted and results or statement why it was not conducted:
A search on VIP using the NAICS 334510 and word search MGC Diagnostics found 23 SDVOSB results.
Another word search Spirometers found two (2) two results.
A search on the SBA – Dynamic Small Business Search using the NAICS 334510 and word search Spirometers produced three (3) matches. An FPDS search showed the items requested have been previously purchased from SDVOSB, VOSB, small business, large business concerns in the past 18 months. FPDS also showed a purchase to Medical Graphics Corporation, a small business, on 09/20/2023, in the amount of under purchase order 36C24123P1176. A review of SAC contracts found there are no contracts in place for the products requested in this acquisition. A review of NAC contracts found there are no contracts in place for the products requested in this acquisition.
In a phone conversation on 03/25/2024 with Lisa Knepper, Vice President of Sales Operations with MGC Diagnostics, she stated they were the sole manufacturer of the spirometer and had only one authorized distributor which was Bravo Inc., an SDVOSB.
