2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This action is for a brand name only RFQ for a Sonosite
MT Ultrasound System, IAW FAR 12.102 Acquisition of Commercial Products and
Commercial Services, where acquisitions conducted are exempt from the requirements of FAR Part 6, but still requires a justification using the format of FAR
6.303-2. The Sonosite MT is a widely utilized point-of-care ultrasound device currently deployed across multiple services within VAPAHCS, including the Intensive
Care Unit and Radiology. Within the Physical Medicine & Rehabilitation (PM&R)
Service, existing Sonosite units are already available for physician use in the PM&R clinic.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Sonosite MT is fully compatible with the Sonosite modules already in use across VAPAHCS, allowing seamless integration with current workflows and eliminating the need for new accessories or infrastructure. Physical Therapists are already trained on the Sonosite platform. Introducing a different ultrasound brand would require new training, increasing costs for the Government and adding unnecessary time burden on clinicians. Maintaining equipment consistency allows clinicians to operate efficiently and safely. The Sonosite MT is proven to meet the clinical needs of multiple services across VAPAHCS. Its reliability and familiarity support consistent point-of-care ultrasound utilization in Physical Therapy treatment sessions. To utilize

4. Description of market research conducted and results or statement why it was not conducted: The CO reviewed: the NAC, SBA.gov, SAM.gov, USA Spending, ADDs UP, GSA Advantage and GSA eLibrary.
The CO reviewed SBA.gov utilizing NAICS code 334510 which resulted in 466 VOSBs and 441 SDVOSBs.
GSA Advantage and eLibrary were reviewed, with no significant results.
The NAC was reviewed, where a repair and maintenance contract for Sonosite equipment was found under 36F79721D0074 awarded to
(SB). The contract does not appear relevant to this action.
SAM.gov was reviewed, a brand name only SDVOSB set-aside RFQ for Sonosite MT Ultrasound systems was found under ID HU000126QE021.
ADDs up and USA Spending were reviewed:
I. Award 36C26225P1949 was found, awarded to (SDVOSB) in the amount of for Sonosite Ultrasound equipment on 08/22/2025.
II. Award 36C26226P1327 was found, awarded to (SDVOSB) in the amount of for Sonosite Ultrasound equipment on 07/28/2026.
III. Award 36A79726F0119 was found awarded to OEM in the amount of for Sonosite Ultrasound equipment on 02/20/2026.
The CO recommends a SDVOSB set-aside on the open market in a brand name only solicitation.
