2. Nature and/or Description of the Action Being Approved: This action is being treated as a brand name only unrestricted RFQ to be competed on the Open Market for Omnicell Pharmacy Cabinets IAW FAR 12.102 Acquisition of Commercial Products and Commercial Services, where acquisitions conducted are exempt from the requirements of FAR Part 6, but still requires a justification using the format of
FAR 6.303-2.
VAPAHCS already has an extensive Omnicell system on site that the new cabinets would need to integrate into. This action will be awarded as a new firm-fixed-price contract.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
VAPAHCS requires the acquisition and installation of Omnicell XT cabinets and return bins across multiple sites to enhance the secure dispensing, storage, and management of medications. These cabinets will be deployed in clinics, inpatient wards, procedural areas, and pharmacy locations currently lacking Omnicell solutions. Integration with the Central Pharmacy Manager (CPM) and Omnicenter server is essential for seamless medication management. Twelve (12) return bins will also be procured to support safe medication returns.
The anticipated Period of Performance is approximately 120 days After Receipt of Order (ARO).

Acquisition ID#: 36C261-26-AP-3725 reporting structure — no other manufacturer’s cabinets will work without a full rip-and-replace, which would be unduly burdensome on the Government and its stakeholders.
There is only one authorized distributor, Service Disabled Veteran Owned Small Business (SDVOSB) . Accordingly, Omnicell Inc. and are the only firms capable of providing the brand name items described above without the Government experiencing a duplication of cost and significant inconvenience.
No other manufacturer can fulfill the needs of the Government; the equipment being procured in this action must be compatible with the pre-existing Omnicell cabinets/systems.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies): The justification/solicitation will be posted on Contract Opportunities where all sources may submit a capability statement or quote for the Government’s consideration.
7. Determination by the CO that the Anticipated Cost to the Government will be
Fair and Reasonable: The Contracting Officer (CO) will compare pricing received to relevant procurement history and market research for fair and reasonableness.
Additionally, there will be limited competition between the OEM and its distributor.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The CO reviewed several sources: ADDs UP, the Small Business Administration (SBA.Gov), the General Services Administration (GSA) eLibrary and Advantage, the National Acquisition Center (NAC), and the Supply Chain Master Catalogue (SCMC). The CO reached out to the Original Equipment Manufacturer (OEM), Omnicell Inc, via email on 06/08/2026 for Market Research information. The CO reviewed the Market Research Report from 36C26126P0423, a recent Omnicell Pharmacy XT requirement completed for the VA Northern California Healthcare System.
SBA.gov was reviewed searching NAICS code 339112, results included 927 Service Disabled Veteran Owned Small Businesses (SDVOSBs) and 979 Veteran Owned Small Businesses (VOSBs).
GSA eLibrary and Advantage was reviewed. The OEM, Omnicell, does have a FSS contract (36F79723D0073), but roughly half the value of the needed items are not on schedule and will need to be procured on the open market. No other comparable items were found. The CO does not believe the open market items qualify as Order- Level Materials.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The Government will continue to conduct market research on future procurements.
12.
