About this file
This is a Single Source Justification for a federal contract award to be made by the Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 19, on behalf of Jack C. Montgomery VA Medical Center in Muskogee, Oklahoma.
The Eastern Oklahoma VA Healthcare System requires two part-time mental health Advanced Practice Registered Nurses (APRNs) and/or Physician Assistants (PAs) to provide pro re nata inpatient psychiatric coverage on weekends and as backup support during a staffing shortage. The short-term contract period runs from June 18, 2026 through October 31, 2026, with an estimated total value of $116,010.65, comprising 513 hours of face-to-face rounding at $208.09 per hour and 32 hours of holiday coverage at $289.39 per hour. The VA plans to award a long-term contract by November 1, 2026. The justification recommends awarding the short-term contract as a sole source to Strength of Mind, a large business, to maintain continuity of care until the long-term contract is awarded. However, market research identified 24 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and 29 Veteran-Owned Small Businesses (VOSBs) capable of performing the work, demonstrating that the requirement meets the Rule of Two and is suitable for SDVOSB set-aside pursuant to FAR 19.502-2(b) and VAAR 819.7005/7006. The Contracting Officer certified the purchase on June 18, 2026, in accordance with FAR 12.201-1 and 41 U.S.C. 1901, with a required determination of price reasonableness.

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 12.201-1, 41 U.S.C. 1901
For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
1. Contracting Activity:
Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 19, 6162 S.
Willow Drive, Suite 300, Greenwood Village, CO 80110, on behalf of Department of Veterans Affairs Jack C. Montgomery VA Medical Center located at 1011 Honor Heights Dr, Muskogee, OK, 74401.
2. Brief Description of Services required and the intended use/Estimated Amount:
The Eastern Oklahoma VA Healthcare System (EOVAHCS) has an urgent requirement for two part-time mental health Advanced Practice Registered Nurse (APRN) and/or Physician Assistant (PA) to supplement VA staff during a shortage. Behavioral Medicine Service is recruiting to fill pro re nata, as needed (PRN) weekend and back-up inpatient psychiatric positions and is requesting to contract with an appropriate psychiatric group to provide this coverage. The period of performance for the short term is from Jun 18, 2026 to Oct 31, 2026.
The estimated grand total for the short term is $116,010.65 for 513 hours of face-to-face rounding on weekends & weekdays (as needed) at a unit price of $208.09 and 32 hours of face-to-face rounding on holidays at a unit price of $289.39. The period of performance will be 6/18/2026 to 10/31/2026.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a short term contract to be able to provide services until a long-term contract can be awarded. Continuity of care for Veterans needing inpatient psychiatry services would be less impacted if we utilize the current contractor. Synchronization of the dates of service have caused a delay in coordinating performance dates. The opening of James M. Inhofe hospital in Tulsa was postponed, which was also a factor of the delay in a long-term solution.
4. Description of market research conducted and results or statement why it was not conducted:
Market research conducted for this requirement demonstrates that the Rule of Two is fully supported. During the market survey, a total of 24 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and 29 Veteran-Owned Small Businesses (VOSBs) were identified as capable of providing inpatient psychiatry services at the scope and complexity required by the

VA. These vendors were located through a small business search and prior procurement history. Their availability in the market demonstrates that there is a reasonable expectation that at least two SDVOSBs can submit fair and reasonable offers and successfully perform the contract. Based on these findings, the requirement is suitable for SDVOSB set-aside pursuant to FAR 19.502-2(b) and VAAR 819.7005/7006. A sole source is recommended for the short term contract to utilize Strength of Mind, a large business, to continue inpatient psychiatry services until a long-term contract can be awarded. A long-term contract package, , was received and is planned to be awarded by 11/01/2026.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR 12.201-1, 41 USC 1901. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note:
