Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247-23-AP-3608 / 508-23-4-053-0040 / Apex E-learning

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Joseph Maxwell Cleland

Atlanta VA Medical Center. Purchase 2237: 508-23-4-053-0040

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Online Learning Management System (LMS) for ECG and Chest Pain Competency curriculum to meet requirements of the Society of Cardiovascular Patient Care for Chest Pain Center accreditation, fulfill education requirements, and provide critical competencies as accredited by the American Nurses Credentialing Center’s (ANCC) Commission on Accreditation.

Base Year POP: 7/1/2023 – 6/30/2024 Opt Yr 1 POP: 7/1/2024 – 6/30/2025 Opt Yr 2 POP: 7/1/2025 – 6/30/2026 Opt Yr 3 POP: 7/1/2026 – 6/30/2027 Opt Yr 4 POP: 7/1/2027 – 6/30/2028

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The APEX Innovations LMS is the only source that provides the required training and ANCC Accreditation as certified by the American Nurses Credentialing Center’s Commission on Accreditation. Additionally, Apex Innovations is accredited by the Joint Accreditation, encompassing the Accreditation Council for Continuing Medical Education (ACCME), and the Accreditation Council for Pharmacy Education (ACPE). APEX Innovations is well established at the Atlanta VAMC and provides for an extensive historical database of test results of the facility that provides a baseline of results for process improvements and documentation.

4. Description of market research conducted and results or statement why it was not conducted:

The Apex Innovation Learning Management System (LMS) was recommended by the VA Office of Academic Affiliations (OAA) (https://www.va.gov/oaa/) as it satisfies the certified by the American Nurses Credentialing Center’s Commission on Accreditation. (ANCC) (https://www.nursingworld.org/ancc/) Performed an internet search to verify the veracity of these claims. Unable to find a suitable replacement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
