On August 16, 2019, the VA entered a $5M contract with Starboard Industries to install a brand name security system at Jesse Brown VAMC and surrounding facilities. Contract 36C25219P0236 was the result of a solicitation in which Starboard was the successful bidder.
PM Part 813.5 SAP for Certain Commercial Items
Jesse Brown VAMC now desires to increase its security and safety measures in consideration of the Covid-19 pandemic and other recent events which have caused this need for an increase in security at Jesse Brown VAMC and its surrounding facilities.
This new security technology will use appearance search capabilities and other detection technology to determine whether VA staff are wearing masks as required by Covid-19 CDC protocols and use radio alarms to enforce social distancing measures.
Starboard is ready, willing and able to upgrade its current security system at the Jesse Brown VAMC to add these security measures and avoid unnecessary delays in order to protect VA patients and staff. These upgrades will also be included in Starboard’s current warranty and maintenance agreement with the VA, and Starboard can ensure these upgrades are compatibility with the current security system. If the VA awarded this procurement to another company, the VA would risk the compatibility, warranty, and maintenance features of the current system.
A sole source with Starboard Industries is the most cost effective and efficient way to upgrade Jesse Brown VAMC’s security system to protect VA patients and staff.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: In 2019, the VA published a solicitation to as many potential sources as deemed practicable. Starboard Industries was the lowest responsible bidder, and this procurement is a logical follow-on contract for continued development of a major security system.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The anticipated cost is fair and reasonable as Starboard Industries was the lowest responsible bidder in 2019 for an entire security system and has maintained its pricing with minimal inflation according to its 2021 quote. Furthermore, Starboard Industries is an authorized retailer of Avigilon Security Manufacturing and is offering the VA a discount of roughly $5,000.00 from the manufacturer’s suggested retail price. In addition, comparison of pricing for similar equipment in the marketplace shows the price of this security system upgrade is fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Limited Market Research was conducted as this procurement is a follow-on contract to continue the developmental of a major security system. Market research did reveal that Starboard Industries’ pricing for cameras, appearance search technology, and other security upgrades are similar and/or lower than its competitors in the marketplace.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition : Specifications, statements of work, and purchase descriptions suitable for full and open competition have not been developed because this is a follow-on contract to continue the development of a major system.
Competing this procurement would be inefficient and potentially risk the integrity of the current security system; therefore, documentation for full and open competition is not necessary for this procurement. Replacement of the entire system to enable competition is not feasible.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. An intent to sole source will be posted with this justification before contract award to give other sources a chance to express interest in this acquisition.
PM Part 813.5 SAP for Certain Commercial Items
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: As previously mentioned, an intent to sole source will be posted prior to award to allow other sources to express interest in this acquisition.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide
