About this file
This is a Justification for an Exception to Fair Opportunity document authorizing a single-source award to Change Healthcare Technologies, LLC for delivery orders under a Defense Logistics Agency (DLA) contract.
The Veterans Integrated Service Network (VISN) 12 is procuring upgrades to the Change Healthcare Enterprise Imaging Picture Archiving and Communication System (PACS) across eight VA medical facilities. The delivery orders will be executed by the Department of Veterans Affairs National Acquisition Center (NAC) under the DLA contract SPE2D1-18-D-0006. The total contract value across all eight VISN 12 facilities is $1,539,352.13. Individual facility values are: Chicago VAMC ($266,925.49), Milwaukee VAMC ($740,696.00), Danville VAMC ($65,191.74), Hines VAMC ($169,420.05), Iron Mountain VAMC ($65,191.74), Madison VAMC ($33,735.53), North Chicago VAMC ($132,999.84), and Tomah VAMC ($65,191.74). The supplies and services include hardware upgrades (servers, storage systems, memory upgrades), software (Nuance Carahsoft Microsoft SQL Server 2022 Standard licenses), and implementation and migration services. Change Healthcare Technologies, LLC is identified as the only capable awardee because the PACS software is proprietary, FDA-cleared, and uniquely specialized; only Change Healthcare Technologies can provide compatible maintenance, support, training, and installation without invalidating manufacturer warranties. The contracting officer determined the anticipated cost is fair and reasonable based on DLA's prior negotiations under the underlying contract. The justification includes certifications from the technical/requirements personnel, contracting officer, and competition advocate approving the single-source exception.
