About this file
This document is a Justification for an Exception to Fair Opportunity (JEFOA) authorizing single-source procurement from Change Healthcare Technologies, LLC under the authority of FAR 16.507-6(b)(2) for supplies and services that are unique or highly specialized.
The Veterans Integrated Service Network (VISN) 12 is procuring eight delivery orders through the Department of Veterans Affairs National Acquisition Center (NAC) under the Defense Logistics Agency (DLA) awarded contract SPE2D1-18-D-0006 to Change Healthcare Technologies, LLC. The total contract value is $1,539,352.13 across eight VA Medical Centers: Chicago ($266,925.49), Danville ($65,191.74), Hines ($169,420.05), Iron Mountain ($65,191.74), Madison ($33,735.53), Milwaukee ($740,696.00), North Chicago ($132,999.84), and Tomah ($65,191.74). The procurement covers upgrades of the Change Healthcare Enterprise Imaging Picture Archiving and Communication System (PACS) from version 14.1 operating on Windows Server 2016 to version 14.2.2 operating on Windows Server 2022. Deliverables include hardware (HPE servers, Dell EMC storage systems), software (Nuance Carahsoft Microsoft SQL Server licenses, Microsoft SQL Server embedded licenses), and services (implementation, remote data migration, field service engineering, professional services, project management, and training). The justification establishes that Change Healthcare Technologies, LLC is the only vendor capable of providing software maintenance and support while maintaining FDA clearance compliance, warranty validity, and trade secret protection of the PACS software, and that prices have been negotiated as fair and reasonable under the existing DLA contract.
