About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for a contract below the Simplified Acquisition Threshold. The Department of Veterans Affairs, VISN 21 at the San Francisco Medical Center (SFVAMC) requires Magnetom 7T MRI Magnet services for equipment currently installed at the facility. The total contract value is $294,103.08, comprising a base period plus two one-year option periods. The contract will also include FAR 52.217-8, Option to Extend Services, which may be exercised in increments of one to six months for a maximum total of six months, at rates in effect at the time of exercise.
The contracting officer justifies a sole source award to Siemens Healthineers based on unique characteristics limiting availability to a single source. Siemens is identified as the only contractor capable of meeting the requirement because it is the Original Equipment Manufacturer (OEM) and the only entity authorized to perform repairs on the Agilent-manufactured 7T MRI magnet. The justification emphasizes that OEM-certified field service engineers must perform all repairs to maintain eligibility for the current preventive maintenance service contract and ensure patient and user safety on this highly complex imaging device. Any repairs by unauthorized vendors would void the warranty and compromise system integrity due to the proprietary hardware and software. Market research was not conducted, as the device's proprietary nature and warranty requirements make OEM servicing essential. Contracting Officer Durell Salaz certified the justification on May 19, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C261-26-P-0452
JOFOC: FY26-NCO-21-1315
1. Contracting Activity: Department of Veterans Affairs, VISN 21, 662 Medical Center
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: This requirement is to
This requirement is to provide Magnetom 7T MRI Magnet services to the equipment installed at Department of Veterans Affairs (VA), San Francisco Medical Center (SFVAMC). The proposed action has a total contract value of $294,103.08 for a base plus two one year options years.
Additionally, the resulting contract will include FAR 52.217-8, Option to Extend Services which can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The cost for this option, if exercised, will be at the same rates as those in effect under the contract at the time the option is exercise.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This will be sole source award to Siemens Healthineers who is the only contractor who can meet this requirement because they are the OEM (Original Equipment Manufacturer) and only be issued by Agilent (the manufacturer) and Siemens must perform any repairs to the device in order to maintain eligibility for our current (PM) service contract and ensure patient/user safety for this highly complex equipment installed at SFVAMC.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted because this device is proprietary to the OEM, and an OEM-certified FSE must perform any repairs to the device in order to maintain eligibility for our current (PM) service contract and ensure patient/user safety for this highly complex imaging device.
The warranty on the Siemens 7.0 Tesla MRI system would be voided were any other vendor to attempt to do repairs on the 7T MRI magnet. As Agilent uses proprietary hardware and software on their magnets, it would be essentially impossible for another company to provide a satisfactory service contract on the Siemens 7.0 Tesla MRI magnet.
Revision: 02 Effective Date: 12/30/2025 Acquisition ID# 36C261-26-P-0452
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
