About this file

This is a Sole Source Justification document under simplified acquisition procedures submitted by the Department of Veterans Affairs, Network Contracting Office 20, for the Puget Sound VA Healthcare System (Acquisition ID: 36C260-26-AP-3599). The justification supports an out-of-scope modification to an existing laundry services contract (36C26026P0235) awarded to Emerging Consultant Solutions LLC under a Small Business 100% set-aside.

The laundry services requirement covers bulk laundry operations, including pickup and delivery, for VA-owned and contractor-owned linen at the Seattle VA Medical Center and American Lake VA Medical Center. The original contract contained quantity errors: CLIN 0001 (VA-owned linen) was awarded at 316,000 lbs. annually but actual requirement is 811,000 lbs. annually, creating a 495,000 lb. shortfall (estimated modification cost: $415,800); CLIN 0002 (contractor-owned linen) was awarded at 728,000 lbs. annually but actual requirement is 798,000 lbs. annually, creating a 70,000 lb. shortfall (estimated modification cost: $66,500). Total estimated modification amount is $482,300. The government intends to modify the base year contract to address these shortfalls while conducting a full recompetition in Fiscal Year 2027. Market research identified Emerging Consultant Solutions LLC as the only source possessing complete technical capabilities based on evaluation of six competitive quotes received during the original Small Business set-aside solicitation. The justification was approved by Contracting Officer William Havens and Division I Chief Brian Corey on July 13-14, 2026, in accordance with RFO 12.102(b) for sole source acquisitions over $350,000 but not exceeding $900,000.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Request for Sole Source Justification >SAT-SAP under RFO 12.102

Effective Date: 12/30/2025 Page 1 of 2 Revision: 02 Acquisition ID#: 36C260-26-AP-3599

DEPARTMENT OF VETERANS AFFAIRS

SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH RFO 12.102(b)

Acquisition Plan Action ID: 36C260-26-AP-3599

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 20, Puget Sound

VA Healthcare System, 663-26-3-823-0005.

(Amended PO 663C65209)

2. Nature and/or Description of the Action Being Processed:

A requirement for laundry services was solicited as a Small Business 100% set-aside and awarded via contract 36C26026P0235 to Emerging Consultant Solutions LLC.

Requirement includes furnishing all labor, equipment, supervision, management, supplies, facilities necessary to perform Contractor owned/Contractor operated bulk laundry services and tasks, pickup and delivery under this contract for the Department of Veterans Affairs, Puget Sound VA Healthcare System for the Seattle VA Medical Center and the American Lake VA Medical Center.

There is an error in the original requirements definition for Line Item 0001 on contract 36C26026P0235 which is laundry services for VA owned linen. The awarded quantity for CLIN 0001 is 316,000 lbs. per year. However, the actual requirement is 811,000 lbs. per year, reflecting a 495,000 lb. per year shortfall on the contract. This error necessitates an out of scope modification to reflect the true needs of the facility. The intent of the facility is to resolicit/recompete the requirement with the correct VA owned linen laundry service quantities. As the resolicitation will take some time to process (requirements approval, market research, solicitation, evaluation and award), an out of scope modification is required for at least 495,000 lbs. to prevent a lapse in services for essential laundry services that support medical center operations for the Puget Sound VA Healthcare System.

Estimated Amount: $415,800.00

There is an error in the original requirements definition for CLIN 0002 on contract 36C26026P0235 which is laundry services for Contractor owned linen. The awarded quantity for CLIN 0002 is 728,000 lbs. per year. However, the actual requirement is 798,000 lbs. per year, reflecting a 70,000 lb. per year shortfall on the contract. This error necessitates an out of scope modification to reflect the true needs of the facility. The intent of the facility is to resolicit/recompete the requirement with correct VA owned linen laundry service quantities. As the resolicitation will take some time to process (requirements approval, market research, solicitation, evaluation and award), an out of scope modification is required for at least 70,000 lbs. to prevent a lapse in services for essential laundry services that support medical center operations for the Puget Sound VA Healthcare System.

Estimated Amount: $66,500.00

Total Estimated Amount: $482,300.00

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Request for Sole Source Justification >SAT-SAP under RFO 12.102

Effective Date: 12/30/2025 Page 2 of 2 Revision: 02 Acquisition ID#: 36C260-26-AP-3599

Not enough time exists to recompete, evaluate and award a new action as services are needed as soon as possible before the current 316,000 lbs. for CLIN 0001 and 728,000 lbs. for CLIN 0002 are expended. Given the requirement is for laundry services, the Puget Sound VA Healthcare System services to VA patients would be severely impacted if laundry services were not continued. The government’s intent is to process an out of scope modification to incorporate an additional 495,000 lbs. for CLIN 0001 and an additional 70,000 lbs. for Contract Line Item 0002 on the base year only via contract 36C26026P0235 and recompete the action in Fiscal Year 2027 (FY27). This will allow for additional time to redefine and clarify the Performance Work Statement (PWS) and line item quantities.

4. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

Market research was conducted using an existing contract, 36C26026P0235, awarded to Emerging Consultant Solutions LLC for laundry/linen services.

This contract was a competitive Small Business set-aside award. Out of the six (6) quotes received Emerging Consultant Solutions LLC was the best overall offer to the government in terms of technical capability and past performance, while also providing a competitive price. The other identified contractors, only partially met the technical requirements. Thus Emerging Consultant Solutions LLC is determined to be the only source available which possesses complete technical capabilities. Contractor has been determined responsible and capable for providing the increase in services. An out of scope modification will be processed to include an additional 495,000 lbs of VA owned linen and 70,000 lbs of Contractor owned linen to ensure laundry services continue without interruption of patient care requirements for the Puget Sound VA Healthcare System in accordance with 41 U.S.C. 1901.

5. Contracting Officer’s Certification: Purchase is approved in accordance with RFO 12.201-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge.

William Havens Date Contracting Officer

One Level Above the Contracting Officer (Required over $350K but not exceeding $900K): I certify the justification meets requirements for other than full and open competition.
