About this file
This is a Justification and Approval (J&A) document for a sole source contract awarded by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 21, on behalf of VA Northern California Health Care System (VANCHCS).
The requirement is for an annual licensing agreement for the Brillians Clinical Decision Support System (CDSS) software to be awarded to SupraVISTA Medical DSS, LLC, a small business located in Farnham, Virginia. The software will be deployed across all VA Medical Centers, outpatient clinics, and community-based outpatient clinics under VANCHCS jurisdiction. The estimated total contract value is $465,010.32 over a five-year period consisting of one base year and four one-year option periods, with the base year valued at $85,000.00 (04/01/2026–03/31/2027), followed by option years at $88,825.00, $92,822.12, $96,999.12, and $101,364.08 respectively. The contract will be awarded on a firm-fixed-price basis under simplified procedures with a restriction on competition justified under 41 USC §3304(a)(1) (only one responsible source). The justification asserts that Brillians is the only stand-alone clinical cognitive support system compatible with VHA's electronic health record (CPRS) that offers automated rule-based analysis and problem-centric reports at point of care. A Notice of Intent to Sole Source was posted on 02/10/2026 and closed on 02/18/2026 with no vendor responses received. Market research indicated that multiple VA facilities across numerous VISNs have installed Brillians under sole source contracts, and the government commits to assessing the market in the future for alternative Clinical Cognitive Support System vendors when procuring a new nationwide electronic health record system.

RFO 6.103-1;
( ) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by RFO 6.103-2;

( ) (7) Public Interest per 41 USC §3304(a)(7) as implemented by RFO 6.103-7;
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Brillians (SupraVISTA) is the only stand-alone “Clinical Cognitive Support System” compatible with the VHA’s electronic health record, designed to be used alongside CPRS without impacting its functionality. Brillians (SupraVISTA) uniquely offers “automated rule-based analysis of clinical data at the point of care” while integrating seamlessly with the VHA’s existing IT architecture. This is the only product providing “Automated Alerts” and “Problem-centric Reports” at the point of care, which are essential for patient safety, quality of care, and provider productivity.
The software includes several advanced features not found in any other product. For instance, the Letter Writer feature in Brillians (SupraVISTA) analyzes data and incorporates proper interpretation along with test results into the body of the letter. In contrast, some commercial EMRs merely mail-merge laboratory data, which are not compatible with the VHA’s database and thus cannot be used in the VHA environment. VHA policy mandates timely communication of test results to patients.
However, CPRS currently lacks a built-in facility to generate such letters.
Brillians (SupraVISTA) has been in use in the VHA, in live patient care settings since 2006. It is a proven solution noted for its reliability, safety, and effectiveness. The software includes numerous features and tools that clinicians require to perform their work efficiently.
Procuring the annual licensing for Brillians (SupraVISTA) prevents the duplication of costs that would arise from purchasing multiple software programs or an entirely

Acquisition ID#: 36C261-26-AP-1928 new software system to replace CPRS and other nationally established VA healthcare programs. Additionally, it avoids the necessity of training government staff on new software. Such a transition would also result in delays in care due to the time required to procure and approve new software, ultimately having a negative impact on patient care.
Accordingly, SUPRAVISTA MEDICAL DSS, LLC is the only firm capable of providing the annual licensing described in Section III above without causing the Veteran’s Health Administration to incur substantial, unrecoverable duplication of costs or to experience unacceptable delays in fulfilling its requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies):
No alternative sources are considered viable. A Notice of Intent to Sole Source was posted on Contracting Opportunities (36C26126Q0382) on 02/10/2026 and closed on 02/18/2026. No responses were received from any vendors.
SupraVISTA Medical DSS, LLC, a Virginia based company, is the original creator, owner, and the sole seller of SupraVISTA software products including Brillians and its modules. Contractor does not have any authorized resellers and do not plan to have any in the foreseeable future. Brillians is proprietary software developed by SupraVISTA Medical DSS, LLC, specifically to work with the VHA’s VistA system.
Brillians software is the ONLY software on the market that directly interfaces with the VHA’s VistA system and provides a large number of patients’ safety, quality of care and productivity features.
7. Determination by the CO that the Anticipated Cost to the Government will be
Fair and Reasonable: RFO 12.204(a), award, states "whenever possible, base price reasonableness on competitive quotations or offers." However, as this procurement will be solicited sole source, determination that quoted pricing is fair and reasonable will include quoted prices being compared to the IGCE and compared to previous procurements.
8. Description of the Market Research Conducted and the Results, or a
Statement of the Reasons Market Research Was Not Conducted:
A search of the Small Business Administration's (SBA) Small Business Search (SBS) database was conducted to identify certified, capable Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). The database search, utilizing NAICS code 513210 for Software Publishers, yielded twelve (12) SDVOSB and VOSB matches.
The VA NAC catalog was queried using the vendor’s name "SupraVISTA," and no records were found. The same keyword was also queried on the GSA website, with no results found.
