About this file

This is a Brand Name Justification document for the Department of Veterans Affairs (VA), specifically the Southern Arizona VA Healthcare System (SAVAHC), seeking to procure one HP 64-inch Latex Printer and supplies for an estimated value of $29,307.00. The procurement will be a Veteran-Owned Small Business (VOSB) brand name set-aside solicitation in the open market, with a 90-day delivery timeline from award. The justification emphasizes the need for an HP printer to maintain consistency with existing equipment, simplify training and maintenance, and ensure a smooth workflow for the Medical Media team.

Market research was conducted from 08/27/25 to 09/05/25 through a Request for Information on SAM.gov, which yielded responses from multiple vendors including one SDVOSB, one VOSB, two Large Businesses, and six Small Businesses. The VA determined that two VOSB vendors appear capable of providing the required large format white ink latex printer. Alternative printer technologies were evaluated and deemed unsuitable due to ventilation requirements, odor production, potential health concerns, and limitations in ink capabilities. The procurement will follow FAR 13.5 Simplified Acquisition Procedures for Commercial Items, with the Contracting Officer certifying the requirement as a bona fide need of the VA.

Effective Date: 11/15/24 Page 1 of 4

REVISION: 01

Acquisition ID#:

DEPARTMENT OF VETERANS AFFAIRS

BRAND NAME JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH FAR 13.5

Acquisition Plan Action ID: 36C262-25-AP-6498

1. Contracting Activity: Department of Veterans Affairs, Veterans Integrated Services Network (VISN)

22, Network Contracting Office (NCO) 22 on behalf of Southern Arizona VA Healthcare System (SAVAHC). The Southern Arizona VA Healthcare System is located at 3601 S 6th Ave, Tucson, AZ 85723-0001 Tucson, AZ 85723-0001. 2237 transaction number 678-25-3-018-0046.

2. Nature and/or Description of the Action Being Processed: This procurement is for a HP 64-inch Latex Printer and supplies (brand name only) manufactured by Hewllet-Packard (HP) in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The purpose of this action is to justify the purchase of brand name only ceiling patient lifts. This is a new requirement that will be procured from the open market with sufficient sources available to support a SDVOSB set-aside that will result in the award of a firm-fixed-price (FFP) contract.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: SAVAHC has a requirement to purchase 1 a HP 64-inch Latex Printer and supplies, brand name only for an estimated value of $29,307.00 (no option years) with a 90-day delivery from receipt-of-award. A latex printer is a type of printer that uses water-based latex inks to produce vibrant, durable prints suitable for both indoor and outdoor applications. Unlike traditional solvent-based inks, which have a strong chemical odor and can be harmful to the environment, latex inks are both non-toxic and eco-friendly. This type of printers are used in various industries, from advertising to interior design, to produce materials such as banners, vehicle wraps, and wall graphics.

4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

(X) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): HP is the same brand name as the printers SAVAHC currently has on-site and can work with the current software installed in their equipment. This will be a delivery and installation performed by the selected vendor. SAVAHC is requesting this brand name only purchase to maintain consistency and streamline operations. Their current inventory of their HP printers has proven to be of high quality and reliability, meeting the

Government’s needs and expectations. By purchasing this unit of the same brand, SAVAHC can ensure consistent user experience for the medical center. This consistency simplifies training, maintenance, and troubleshooting, as SAVAHC can rely on the same performance and specifications as their existing units. Their current large format printers are HP; staying within the HP brand mitigates further training that would be needed for the Medical Media team. Additionally, it eliminates the need to adapt to different interfaces or operational procedures, which can be time-consuming and potentially disruptive. SAVAHC understands that purchasing the same brand may sometimes involve a premium, but SAVAHC believes the benefits of consistency and familiarity outweigh the cost in this instance. This approach reduces the risk associated with introducing new products and ensures a smoother workflow for the SAVAHC team. Furthermore, it allows SAVAHC to maintain a high standard of quality throughout their operations, which is crucial for their continued success.

Alternative technologies were reviewed and deemed unsuitable as other large format printers require ventilation, produce odors, and present potential health concerns for staff engaged in prolonged use. UV Printers emit VOCs and may require curing equipment, which increase production times and require space not available in our work area. Other latex models lack white ink capability, limiting versatility in transparent and specialty applications and other commercial office printers cannot handle wide-format, durable, and specialized medical media needs.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable Per FAR 10.001(a)(2), VAAR 810.001-70, and VAAM M810.002-70 market research was conducted from 08/27/25 – 09/05/25 in support of a new requirement with an estimated value in over Micro-Purchase threshold but Not Exceeding the SAT (>$250K) through a Request for Information posted on SAM.gov. Approximately 1 SDVOSB and 1 VOSB vendors were found in total under North American Industry Classification System (NAICS) Code 334118 – Computer Terminal and Other Computer Peripheral Equipment Manufacturing. Of these 2 SDVOSB/VOSB vendors, two (2) SDVOSB were found to be capable of providing the Large Format HP Latex 730W Printer required by SAVAHCS.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and

Reasonable: The CO can rely upon the expectation of price competition among interested and capable concerns to conclude that the successful offeror’s price will be fair and reasonable in accordance with FAR 13.106-3 (a) (1).

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market

Research Was Not Conducted: Thorough market research, encompassing VIP, SAM, FPDS, GSA, and Internet resources, was conducted. Following a RFI notice 36C26225Q0826, published on SAM.gov from 08/27/25 – 09/05/25 responses were received from one (1) SDVOSB, one (1) VOSB, two (2) LB and six (6) SB vendors. A RFI notice was published through GSA eBUY (RFI1779361) with zero (0) responses received.

Based upon the above market research results, the CO determined it is likely to receive quoted offers from at least two (2) VOSB concerns for this procurement. The CO determined that two (2) of
