About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs. The acquisition is for emergency steam system repairs at the Omaha VA Medical Center (VAMC), VISN 23, with an estimated cost exceeding the micro-purchase threshold but not exceeding $250,000. The acquisition action ID is VA-23-00024475. The contracting activity involves BCS as the single source contractor, with Mike Ferro (402-800-7362) as the primary contact and Steve Long (402-208-8339) from the Engineering Department. The steam system experienced critical failures on November 14th, resulting in significant leaks and loss of heat on multiple floors, including inpatient care areas.

The justification for single source selection is based on the urgent nature of the emergency and BCS's ability to provide immediate assessment and repair services. The document notes that open competition would create unacceptable delays in service delivery, that in-house staff lack the capacity to complete the required repairs, and that delayed resolution could result in further facility complications as winter temperatures approach and alternative heat sources are insufficient for facility demand. Market research was conducted using previous steam repair contracts and purchases at the Omaha VAMC as the basis. The Contracting Officer, Jesse Sweesy, certified the justification as accurate and complete on February 9, 2026, in accordance with FAR 13.106-1(b).

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VAMC steam system experienced failures on the morning of November 14th, leading to significant leaks and ultimate loss of heat on several floors, including inpatient areas. The contractor BCS would be able to immediately start their assessment and following repair.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

BCS Provides can immediate work to the Omaha VAMC. As this situation requires immediate resolution, open competition would require unacceptable delays in delivery of services. The extent of the required repairs exceeds what could be done by in-house staff. Delay of repairs could lead to further downstream issues as temperatures will get low, and the other heat sources are inadequate for the demand in Fall/Winter temperatures.

4. Description of market research conducted and results or statement why it was not conducted:

Steam repairs are regularly needed at the Omaha VAMC, so previous contracts and purchases were used as the basis for market research. The failure became obvious to in house staff indicating contract work was required to complete the repairs.
