About this file
This document is a Justification for Single Source Award from the Department of Veterans Affairs for a Preventative Maintenance and Repair Service Contract with Nikon Instruments, Inc. The Pittsburgh VA Medical Center requires a one-time service contract for maintenance and repair of two specialized microscope systems: the Nikon A1R Microscope System and Nikon SIM High Resolution Microscope System, with a total estimated value of $26,885.00.
The justification details that Nikon Instruments, Inc. is the original equipment manufacturer (OEM) and sole authorized service provider for these laser systems. Market research confirmed the proprietary nature of the maintenance services, with no alternative vendors identified through VetCert and DSBS searches. The contract is critical to the VA's research program, as these microscope systems are essential for ongoing research, and any service interruption could potentially impact patient care. The contract will be awarded directly to Nikon Instruments, Inc. under FAR 13.106-1, with the Contracting Officer certifying the pricing as fair and reasonable prior to award.

1. Contracting Activity:
Department of Veterans Affairs, VISN 04, 646 Pittsburgh VA Medical Center, University Drive C, Pittsburgh PA 15240-1000 and Department of Veteran Affair, VISN 04, 646 Pittsburgh VA Healthcare, 1010 Delafield Road, Pittsburgh, PA 15215-1802.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
The Pittsburgh VA Medical Center has a new requirement for a Preventative Maintenance and Repair Service Contract with Nikon Instruments, Inc. for the Nikon Laser System – Nikon A1R Microscope System and Nikon SIM High Resolution Microscope System. The reliable and accurate operation of these systems is considered critical to the research program at the VA. Without utilization of the laser possible, a hold up of the usage of existing equipment and the ability for research to continue occurs. This delay can and will affect patient care.
Estimated amount: $26,885.00 (one-time service)
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Nikon Instruments, Inc. is the OEM and the sole authorized service provider for the Nikon Laser Systems, using highly skilled and factory trained service personnel. All service requests must be handled directly through Nikon Instruments Service Department and not through ant intermediate establishment or 3rd party billing entity.
Any service performed by unauthorized entities will void any warranties.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted, and it was determined that the preventative maintenance and repair services are proprietary to Nikon Instruments, Inc. Nikon Instruments Inc. is the OEM and sole authorized seller, manufacturer, and service provider for the Nikon Laser Systems. Nikon Instruments, Inc. has not identified any third-party vendors capable of or authorized to perform preventive maintenance or repairs. A VetCert and DSBS search did not provide any additional vendors; the VA Rule of Two cannot be met for this acquisition. Future requirements will be vetted for this same information to see if the market has changed.
