VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

Requesting Activity:

Iowa City VA Health Care System, 601 Highway 6 WestIowa City IA 52246

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Department of Veterans Affairs, Iowa City VA Health Care System has a requirement for 1(one) ACIST CVi Contrast Dye Injector System and 1(one) Mobile Cart.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The following characteristics are features of the ACIST CVi Contrast Dye Injector that are required.

Currently, ACIST CVi System is the only model on the market that offers these features:

1. Variable rate control allows for precise contrast delivery and reduces contrast volumes by 22% over hand manifold.

2. Multi-use syringe facilitates the use of a single bottle of contrast in up to six patient procedures, which reduces set-up time between cases.

3. Air Column Detect (ACD) sensor is designed to aid the user in the detection of air columns in the injection tubing to avoid injecting air and causing an air embolism.

4. Manifold is designed to prevent reverse flow by automatically closing when fluid flow stops.

5. Pneumatic hand controller enables ergonomic contrast delivery.

6. Automatic hemodynamic monitoring capability.

For these reasons, the ACIST CVi Contrast Delivery System requested is essential as the description of this requirement and precludes purchase of a model by another brand.

4. Description of market research conducted and results or statement why it was not conducted:

Search of VA National Acquisition Center Med Surg Catalog produced no sources.

Search of VA Strategic Acquisition Center/Supply Chain Master Catalog produced no sources.

Search of GSA produced no sources.

Communications with the sole authorized distributor.

Letter from the Original Equipment Manufacturer identifying their sole authorized distributor.

An Intent of Sole Source is posted along with this Justification from 2/24/2025 – 03/03/2025.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b)(i). The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available due to urgency. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
