INTENT TO SOLE SOURCE - 36C26325Q0482
Department of Veterans Affairs intends to issue a Firm-Fixed Price contract to a sole source, B2H
Consulting Group, for an ACIST CVi Contrast Dye Injector System. This procurement is authorized by FAR
13.106-1(b)(1)(i) The NAICS code is 339112. The PSC code is 6515.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, which shall be considered by the Government. The Government will consider responses received by the closing date of this notice. Information received will be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement.
If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603.
A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE:
1. Company name, address, primary contact(s), e-mail address & phone number.
2. A letter from the OEM confirming your firm is an authorized distributor.
3. SAM UEI number.
4. State if your firm is a large business, small business, service-disabled-veteran-owned small business, veteran-owned small business, HUB zone 8(a), women-owned small business or a small disadvantaged business
5. State if your firm has required items on Schedule (FSS, GSA, SEWP, other…).

Description of the Requirement:
Quantity of 1(one): ACIST CVi Siemens Contrast Dye Injector System, with Warranty and PM.
Model 019399.
Quantity of 1(one): ACIST CVi Mobile Cart.
Sole Source The Government intends to award without Discussions.
The Government intends to evaluate all line items on a group basis and make a single award for
BAA/TAA applicability.
Partial Offers will not be accepted.
The Contract will be a Single Award, Firm Fixed Price Contract.
Technical Specifications:
The Contrast Injection System must have:
• Must have variable flow rates to allow for precise control over the flow ate of contrast media.
o Have a range between 0.8 mL/sec to 40 mL/sec.
• Capable of a variable contrast volume delivery.
o Must be able to deliver at least volumes from 0.8ml up to 99.9ml.
• Must have dual-syringe system to allow for simultaneous configurations of contrast and saline.
• Need to have injection accuracy and high precision in delivering the programmed volume and flow rate, with minimal variability.
• Must have the capability of air detection technology to minimize risk of air embolism.
• Needs to have an emergency stop with immediate stop capability in case of any emergency or malfunction.
• Needs to have touchscreen interface with the capability of programing and monitoring of the injection parameters.
• Capable of automated injection protocols for pre-programmed injections and be able to customize for different procedures and patient conditions.
• Contract system must continuously monitor the pressure during injection, provide real-time feedback to the operator and ensure patient safety.
• Must be compact and portable for easy move between different imaging suites.
• Must have standard AC power (200-240V, 50/60Hz).
• Contrast syringe must hold at least 100ml’s.
• Weight must not exceed 20lbs.
Additionally, must have these unique features:
• Variable rate control allows for precise contrast delivery and reduces contrast volumes by
22% over hand manifold
• Multi-use syringe facilitates the use of a single bottle of contrast in up to six patient procedures, which reduces set-up time between cases.
• Air Column Detect (ACD) sensor is designed to aid the user in the detection of air columns in the injection tubing to avoid injecting air and causing an air embolism.
• Manifold is designed to prevent reverse flow by automatically closing when fluid flow stops.
• Pneumatic hand controller enables ergonomic contrast delivery.
• Automatic hemodynamic monitoring capability.
Mobile Cart
• Must have heavy-duty casters and locking mechanisms.
• Design of mobile cart must have a compact design to fit in tight spaces.
o Dimensions should be 30 inches (wide), 24 inches (depth), 40-50 inches (height) o Weight should be no more than 70lbs.
• Needs to operate on A/C power (100-240V, 50/60Hz)
• Mobile cart must have storage compartments.
• Needs to have adjustable height and positioning.
