About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Department of Veterans Affairs, VA Loma Linda Healthcare System (VALLHCS). The acquisition is for a firm fixed-price software maintenance agreement (SMA) for Steam System maintenance and repair, with an estimated value of $750,000 and a 180-day performance period. The procurement will be with Guy L. Warden & Sons, identified as the only firm capable of providing these specialized services due to outdated Armstrong SAGE management equipment that does not communicate with the central computer system.
The solicitation is being conducted under Unusual and Compelling Urgency authority, as a delay in contract award could result in serious injury or financial harm to the government. Market research was conducted across multiple databases, including VetCert, SAM.gov, and acquisition history, which confirmed Warden Inc. as the sole source. The VA will continue to conduct market research for future acquisitions, but currently, Guy L. Warden & Sons is the only firm capable of completing the required steam system maintenance and repair services for VALLHCS.
