About this file
This is a Justification for Single Source Awards document submitted by the Department of Veterans Affairs, VISN 04, Erie Medical Center for the procurement of surgical positioners and associated components.
The Erie, PA VA Medical Center requires De Mayo surgical positioning systems manufactured by Innovative Medical Products, Inc. to support its newly authorized Total Joint Program initiative. These systems are essential for orthopedic surgical procedures including knee, hip, and shoulder cases, enabling the facility to safely position patients during total and partial joint replacement and repair procedures while reducing reliance on Care in the Community referrals. The market research, conducted through a Sources Sought notice posted from January 23, 2026 to February 3, 2026, identified only one viable source. Searches of VetBiz, SBA, GSA eLibrary, ADDS UP, and the Federal Procurement Data System produced zero results for alternative vendors capable of meeting the specialized requirements. The contracting officer determined that De Mayo systems possess unique clinical and operational characteristics—including enhanced patient stability, precise limb positioning, modular flexibility, and compatibility with existing operating room infrastructure—that no alternative positioning systems can match without compromising patient safety, surgical efficiency, and care standardization. The justification cites FAR 6.302-1 authority for sole source procurement and certifies that Innovative Medical Products, Inc. is the only responsible source capable of satisfying agency requirements. The estimated total cost is redacted in the document. The acquisition is classified as over the micro-purchase threshold but not exceeding the simplified acquisition threshold, with an effective date of December 30, 2025, and Acquisition ID 36C244-26-AP-1308.
