About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the Department of Veterans Affairs.
The contracting activity is the Department of Veterans Affairs, VISN 23, Iowa City Medical Center, with an anticipated contract value of $320,418.03. The requirement is for Handicare patient lift equipment to replace worn-out equipment that is no longer supported by the original equipment manufacturer (OEM). The justification for sole source procurement under VAAR 819.7008 is based on the proprietary nature of the equipment: the currently installed patient lift systems operate on a permanently installed ceiling railing that is proprietary to Handicare, and no other manufacturer's equipment can be used on this railing without voiding warranties and safety guarantees. Fidelis Sustainability Distribution is identified as the only authorized distributor of the Handicare lift system and is also SDVOSB certified. An intent to sole source was posted on SAM.gov on June 3, 2026, with an expiration date of June 15, 2026, and no responses were received. Market research included contacting the OEM for authorized distributors and obtaining a letter confirming the equipment's proprietary status. An industry day held at the VA Saint Cloud medical center one month prior demonstrated that opening competition would require replacement of the overhead railing system at an estimated cost of $1.5 million, which would result in installation of another proprietary system from a different OEM. The fair and reasonable price determination will be based on comparison to other recently awarded patient lift system contracts using the Veterans Affairs ADDS UP database. No other sources expressed written interest in the acquisition, and competition will not be practical until the overhead railing system requires replacement.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted:
Market research included contacting the OEM to get a list of authorized distributors and a letter stating that the equipment is proprietary.
Furthermore, an industry day was recently held one month ago at the VA Saint Cloud medical center for a similar patient lift system which showed that to open up competition would require that the permanently installed railing would have to be replaced at an estimated cost of $1.5M which would result in another proprietary system from another OEM being installed, thus making it impractical to compete this requirement until the overhead railing itself needs to be replaced.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
None
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
None
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required:
As stated in paragraph 8, competition will not be practical until the overhead railing system needs to be replaced.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
Shelley Graham Date Inventory Management Specialist Iowa City Medical Center
13. Approvals in accordance with the VHAPM Part 806.3 OFOC SOP:
a. Contracting Officer or Designee’s Certification (required): I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
