About this file
This is a Single Source Justification document for a simplified acquisition under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs NCO 02, supporting the Samuel S. Stratton VA Medical Center in Albany, NY. The justification is for the procurement of four Eyecon 9430 Tablet and Capsule Counting Devices with installation and 12-month support service subscription.
The justification establishes that only the Eyecon 9430 manufactured by Avery Weigh-Tronix, LLC is compatible with the facility's existing ScriptPro Central Pharmacy Management System. The current Eyecon 9400 units will lose manufacturer support in 2025. Market research conducted from November 18-December 2, 2024 identified 668 certified SDVOSB/VOSB potential suppliers under NAICS 339112, but a sources sought notice (ID #36C24225Q0136) revealed only one capable respondent. The VA Rule of Two could not be met. The document was signed by Contracting Officer Myra Florisa N. Green on December 4, 2024.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Pharmacy Department at Samuel S. Stratton VA Medical Center has a need for four (4) new Eyecon 9430 Tablet and Capsule Counting Devices (Brand Name Only). These units will be a direct replacement for their current Eyecon medicine pill counters, which will become outdated and lose manufacturer support in 2025. These items are critical to sustaining the pharmacy department's efficiency and standards. Eyecon uses a visual counting system to count filled prescriptions, verify prescription double counts and stock bottle back counts, and facilitate physical inventory counts.
Eyecon 9430’s state of the art imaging technology increases safety and efficiently of the pharmacy operation by providing annotated black and white tray images, color drug count images, and color vial images. The request also includes installation of Eyecon Pill Counter along with support service subscription for 12 months.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Pharmacy Department of Samuel S. Stratton VA Medical Center (VAMC) has already adopted and is utilizing the ScriptPro Central Pharmacy Management System. ScriptPro Central Pharmacy Management System is a complete software system that automates and optimizes numerous elements of pharmacy operations. It provides a consolidated platform for managing prescription processing, inventory control, patient data, and workflow efficiency. It is completely integrated, with components which encompass the whole Samuel S. Stratton VAMC Pharmacy operating system, to eliminate mistakes and improve drug administration, ultimately improving overall patient care. This system interface with the requesed equipment, Eyecon 9430 manufactured by Avery Weigh Tronix, LLC, to integrate the counting accuracy of the Eyecon with the efficient workflow inherent to ScriptPro systems by simply scanning the ScriptPro label barcode on Eyecon 9430 to initiate the count. All required information to complete a manual count gets sent to the device when the ScriptPro label gets generated. When the prescription count is completed on Eyecon 9430, the count verification data is to be transmitted to the ScriptPro software where it gets viewable at the script level. The Eyecon 9430 is the only product that are compatible to the current ScriptPro

Pharmacy Management System that is being used at Samuel S. Stratton VAMC Pharmacy Department. Therefore, Eyecon 9430 is the only capable equipment to provide the compatible pill counter without the Veteran’s Healthcare Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its equirements. Additionally, their current pill counters, Eyecon 9400, will lose manufacturer support and become unusable starting January 2025.
