About this file

This is a Brand Name Justification document for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) prepared by the Department of Veterans Affairs.

The Lt. Col Luke Weathers Jr. VA Medical Center (VAMC) Police Services in Memphis, Tennessee is requesting a brand name procurement for additional Closed-Circuit Television (CCTV) equipment and installation services. The required items include Avigilon cameras, Cisco network switches, adapters, wall mounts, extension tubes, power supplies, POE+ switches, Avigilon Unity camera channels, panduit, conduit, cables, and associated labor and programming. The procurement is over the micro-purchase threshold but does not exceed the SAT and will be set aside for small businesses under FAR overhaul 19.104-1(a). The justification for the brand name requirement stems from the facility's existing Avigilon CCTV system infrastructure; the new equipment must integrate with the current password-protected, security-protocol-compliant system and connect to the VA Police Non-VA Server. Market research included review of recent similar procurements, government-wide contract databases, and industry communication. A Sources Sought Notice (36C24926Q0189) was posted on sam.gov from April 10-27, 2026, yielding ten responses from small businesses and other firms, none of which could provide equivalent alternative products or modifications. Avigilon cameras are manufactured by Motorola Solutions/Avigilon, an American company with domestic manufacturing, satisfying Buy American Act requirements. The Contracting Officer certified approval on April 28, 2026.
