About this file
This document is a brand name justification for a federal contract award. The Department of Veterans Affairs seeks to award a firm-fixed price contract to Health Level Inc. for the Health Level Foundations electronic protocoling system. The base year contract would include the protocoling software and implementation services for the VA Northern California Healthcare System's radiology department. The contract would include four one-year options for software programming and support. Market research found the Health Level Foundations system is the only one that can interface with the VA's VISTA EMR system and meet its technical requirements. The anticipated award value is redacted. The justification cites authority under the Federal Acquisition Regulation to restrict competition based on Health Level Inc. being the only responsible source that can meet the agency's needs.
