About this file

This is a Single Source Justification document for a federal acquisition under simplified acquisition procedures (FAR 13.106-1) for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, NCO5 at Martinsburg VA Medical Center is acquiring Motorola TLK110 WAVE two-way radios and associated accessories for the Washington DC VA Medical Center located at 50 Irving Street NW, Washington, DC 20422. The acquisition is justified as a single-source procurement because the TLK110 radios are the only devices fully compatible with the facility's existing Motorola WAVE/FedSMR-D2 trunked radio system, subscription platform, programming templates, and encryption configurations. The current inventory consists of Motorola TLK100 units, which the manufacturer has announced will be discontinued. Introducing alternative brands would require replacing or redesigning the entire communication infrastructure, reprogramming equipment, retraining personnel, and modifying subscription services, resulting in significant cost, delay, and operational disruption. The contracting officer conducted market research across multiple sources including SBA (which yielded 3,722 vendors under NAICS code 334310, narrowed to 31 small businesses for "radio"), GSA, NAC, NASA SEWP, FPDS, and the Supply Chain Master Catalog, with results confirming that only the Motorola TLK110 meets the agency's minimum compatibility requirements. The Contracting Officer James Ferro certified the justification on June 17, 2026, and approved the purchase in accordance with FAR 13.106-1(b). The acquisition plan action ID is 36C245-26-AP-3649.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C245-26-AP-3649, Motorola TLK110 Radios

1. Contracting Activity: Department of Veterans Affairs, NCO5, Martinsburg VA

Medical Center located at 510 Butler Ave Martinsburg, WV 25405 in support of the Washington DC VA Medical Center located at 50 Irving St NW Washington, DC 20422.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Washington DC VA Medical Center requires Motorola TLK110 WAVE two-way radios and associated accessories to maintain full compatibility with the facility’s existing Motorola WAVE/FedSMR-D2 communications environment. The current inventory consists of Motorola TLK100 radios, which Motorola has announced are being discontinued and replaced by the TLK110 model.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Motorola TLK110 radios are required because they are the only radios fully compatible with the Washington DC VA Medical Center’s existing Motorola WAVE/FedSMR-D2 trunked radio system and subscription platform. The facility’s current fleet consists of Motorola TLK100 units, which the manufacturer has announced will be discontinued. As the TLK110 is the designated replacement model, it is the only radio that maintains interoperability with the installed communication infrastructure, programming templates, encryption configurations, and existing accessories. Introducing a radio from another manufacturer would require redesigning or replacing the communication system, reprogramming equipment, retraining personnel, and modifying existing subscription services—all of which would result in significant cost, delay, and operational disruption.

Because the facility’s trunked radio subscription platform, programming templates, encryption profiles, and accessories are all designed around Motorola’s WAVE/TLK-series devices, only Motorola-brand radios are compatible with the existing system.

Introducing alternative brands would require replacing or redesigning the installed https://www.acquisition.gov/?q=/browse/far/13

FedSMR-D2 infrastructure, reprogramming existing units, retraining staff, and modifying active subscription services

While multiple vendors can supply Motorola equipment, the brand-name Motorola TLK110 is the only device that meets the agency’s minimum compatibility requirements with its existing communications environment.

4. Description of market research conducted and results or statement why it was not conducted:

Searched SBA with NAICS code 334310 and found 3,722 Small Business vendors that can fit under that specific category. A keyword search of “radio” narrowed the results to 31 Small Businesses.

Searched GSA with manufacturer ID# TLK100 and found multiple results, however, none are the actual radios that are needed. Each item that is related to the actual radio is accessories.

Searched the NAC with manufacturer ID# TLk100 and found no active contracts or items that are available.

Searched NASA SEWP with manufacturer ID# TLK100 and found no results for the specific Motorola Radio that is being requested.

Searched FPDS with keywords “Motorola Radio” and refined the search to “36C245” and found 2 results from the past 7 years. None are recent enough to justify price so acquisition history is too far out.

Searched the Supply Chain Master Catalog with manufacturer ID# TLk100 and found the items on a VISN wide contract that was awarded in 2023.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
