Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Altoona Medical Center at 2907

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Altoona VA Medical Center has a brand name only requirement for the purchase of is Acrovyn Wall Paneling System to include Panels, Trim, Accessories, Adhesive, and Installation tools for completion of work as outlined in SOW.
Total estimated amount of this procurement is $119,346.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Acrovyn Wall Paneling brand is unique to its manufacturer because it offers the ability to Incorporate wall protection products that ensure longevity of a building’s interior while helping to reduce maintenance costs and the need for repairs and redecoration. The product has a durability that protects interior walls, doors and corners against damage from pedestrian and wheeled traffic.
The wall restoration includes additional and replacement wall protection material and accessories on the 5th and 6th floors of the AVAMC. There is existing Construction Specialties (CS) wall Acrovyn protection System in place on both floors of the medical center to include specific/”unique” handrail and corner guard profiles. We are looking to maintain these items and supplement the existing wall protection material and accessories with new. To be successful in this, it is necessary that we utilize the Acrovyn Paneling products to match product thickness, retainer extrusions, hardware, handrail profiles, trim, colors, and finishes to the existing materials and products to maintain a uniform aesthetic and to reduce material and product maintenance inventory. If new paneling is not matched to the existing material and products, there would be a need to replace such items as the handrails, lower wall bumper guards, and corner guards as they are component and system-based products that cannot be replicated by another manufacturer or retrofitted to accept another manufacturer’s materials or products. Replacing the CS products with another manufacturers products would result in extensive additional expense to the Government, additional project scope and associated time delays in the performance of the work.

4. Description of market research conducted and results or statement why it was not conducted:
Acrovyn Wall Paneling brand is unique to its manufacturer Construction Specialties, offering functional and aesthetic wall protection improvements which allow it to be used in a variety of spaces with protective and decorative needs.
Search of GSA yieled several suppliers of wall paneling system, however futher investigation yield no suppliers of the Acrovyn Paneling. Although SBA Veteran Business Certification query for NAICS:
321918, yielded 45 potential sources, a Sources Sought was posted to SAM for 7 days which yielded no responses. Currently there is no SBA class waiver for this NAICS code and type of equipment.
According to the NMR decision tree, this be should procured as unrestricted Full and Open Competition.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
