About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) filed by the Department of Veterans Affairs. The Richard L. Roudebush VA Medical Center in Indianapolis, Indiana is seeking priority repair services for a Siemens CT SOMATOM Edge Plus (FL 400-683812) located at the main facility at 1481 W 10th Street. The anticipated contract amount is $36,604.74, funded through appropriation 2237# 583-26-2-179-0359. The selected contractor is Siemens Medical Solutions USA, Inc. (DBA Siemens Healthineers), located at 40 Liberty Blvd, Malvern, PA 19355, with Point of Contact Jason Staples (317-373-9647, Jason.staples@siemens-healthineers.com). The contractor is classified as a Large Business with Unique ID KFMJVLKNLZ75.

The justification for single source procurement is based on the critical operational need to restore the CT device to functional status within 48 hours of receiving the purchase order. The medical center operates three general-purpose CT scanners, and the workload requires all three units to remain operational to meet patient care timelines. The age of the equipment and maintenance history create urgency to repair this device before additional equipment fails, which would significantly impact patient care, particularly for cardiac cases, and increase costs associated with referring patients to community providers for diagnostic imaging. Market research conducted included an SBA DSBS search using NAICS 811210 (which yielded no results), review of the AbilityOne Services List (no compatible services identified), and an HTME database search (which identified contract SPE2D1-17-D-0023 but determined it did not contain the required services). The Contracting Officer, Andrea J. Roach of Network Contracting Office (NCO) 10 Services Team 2, certified approval of the purchase in accordance with FAR 13.106-1(b) on December 10, 2026.

1. Contracting Activity: The Department of Veterans Affairs, VISN 10, Station 583, Richard L. Roudebush VA

Medical Center, has requested priority services to repair Siemens CT SOMATOM Edge Plus for the Radiology Department at the Richard L. Roudebush VA Medical Center, 1481 W 10th Street, Indianapolis, IN 46202.

The funds are available through 2237#: 583-26-2-179-0359 in the amount of $36,604.74.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Richard L. Roudebush VAMC requires prompt repair services for the Siemens CT SOMATOM Edge Plus (FL 400-683812) located at the main site on 1481 W. 10th Street, Indianapolis, IN 46202. The device needs to be brought back to functional use by the manufacturer within 48 hours of receiving the purchase order number.

The anticipated amount for this procurement is $36,604.74 (Base with no options).

Company Name: Siemens Medical Solutions USA, Inc.

DBA Siemens Healthineers

Company Address: 40 Liberty Blvd Malvern, PA 19355

Contractor POC: Jason Staples Contractor Email: Jason.staples@siemens-healthineers.com Contractor Phone Number: 317-373-9647 Unique ID: KFMJVLKNLZ75 Business Size: Large Business

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The SOMATOM Edge CT is one of three general purpose CT’s in the hospital. The workload in the hospital requires three CT’s to be in operation. If one is down for extended periods of time, patient care timelines start to backup. The age of the three CT’s and past maintenance history requires fast action to bring this device to function before one of the other devices goes down. One operational CT would slow patient care significantly.

The device needs to be brought back to functional use by the manufacturer within 48 hours of receiving the purchase order number. If this device is not returned to service as urgently as possible, the medical center could see another CT fail. This will cause major slowdowns in patient care, particularly for cardiac cases. Sending patients out to the community for diagnostic scans can be very costly and inefficient.

4. Description of market research conducted and results or statement why it was not conducted:

• An SBA DSBS Search was completed using NAICS 811210 and the search term ‘Somatom Edge Plus’. No results returned from this search.

• The AbilityOne Services List was reviewed. None of the services listed are compatible with the services needed.

• An HTME database search was completed. Contract SPE2D1-17-D-0023 was discovered, however, the contract does not contain the services needed for this contract.

• If this device is not returned to service as urgently as possible, the medical center could see another CT fail.

This will cause major slowdowns in patient care, particularly for cardiac cases. Sending patients out to the community for diagnostic scans can be very costly and inefficient.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
