About this file
This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for a server migration requirement at the Long Beach VA Healthcare System (LBVAHCS) in California.
The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) seeks to procure brand name Xerox Corporation migration services for servers supporting campus-wide Xerox multifunctional devices at LBVAHCS. The old servers are end-of-life Microsoft Server 2012 and no longer supported, which poses a critical vulnerability to the VA network. The estimated value is $11,072.94. Due to the urgency, time constraints, and exclusive proprietary nature of the Xerox equipment, only Xerox or their authorized distributors can meet the agency's needs. A sole source brand name acquisition is required to continue providing patient care to Veterans. Market research was limited due to the critical and unique nature of the requirement, but identified 4,695 SDVOSB/VOSB concerns under the applicable NAICS code.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Commodity Brand Name Description:
• Brand Name: Xerox Corporation
• Description: Migration Services for servers supporting campus-wide Xerox multifunctional devices at/for the Long Beach VA Healthcare System (LBVAHCS) – Long Beach, California.
Acquisition Plan Action ID: 36C262-24-AP-6426
1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) in Long Beach, CA, seeks to procure brand name only single source migration services for servers supporting campus-wide Xerox multifunctional devices as listed in purchase request 600-24-3-306-0684 at/for the LBVAHCS, Long Beach, California.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
LBVAHCS has a requirement to update servers supporting Xerox multifunctional devices throughout campus. The old servers are end-of-life Microsoft Server 2012 and no longer supported. This is a critical vulnerability and risk to facility VA network.
Estimated Amount: $11,072.94.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Xerox multifunctional devices (copier-printer-fax) are currently in use throughout the LBVAHCS campus, and any new / updated software must be compatible with existing Xerox lease equipment. Any inability to provide Xerox platform updates will result in degradation of Veteran patient care. Per source letter, Xerox Corporation (multifunctional devices) is the original equipment manufacturer (OEM) and has authorized distributors / resellers that support its proprietary products. Cynergy Professional Systems is an authorized distributor and certified SDVOSB concern.
Due to urgency, time constraints, and exclusive proprietary applications, only Xerox or their authorized distributors can meet agency need. Circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need. Purchase is in accordance with 38 USC 8127, VAAR 819.7008, and FAR Part 13.106-1(b). Additionally, following established competitive procedures would result in unacceptable delays and place Veteran patient care at risk.
4. Description of market research conducted and results or statement why it was not conducted:

Limited market research performed due to urgency, time constraints, and critical / unique nature of proprietary requirement given adaptability, compatibility, and functionality with existing applications and equipment in use at/by LBVAHCS.
However, results from SBA VetCert query by applicable NAICS code 541519 identified 4695 SDVOSB / VOSB concerns. Circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need. A sole source brand name only acquisition is needed to meet LBVAHCS campus mission objectives of providing continued professional patient care to our Nation’s Veterans.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
