About this file

This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under VAAR 819.7008.

The Department of Veterans Affairs, VA Central California Health Care System (VACCHCS) is awarding a five-year Firm Fixed Price contract to Pacific Coast Contracting Group (180 Promenade Circle, Suite 300, Sacramento, CA 95834) for inspection, testing, preventive maintenance, and demand maintenance of all facility fire detection systems at 2615 E. Clinton Avenue, Fresno, CA 93703. The scope includes maintaining 10 Simplex fire panels, 1 EST fire panel, 6 annunciators, 426 smoke detectors, 127 duct detectors, 46 electromechanical release devices, 411 audio/visual devices, 36 control relays, 111 heat detectors, 151 pull stations, 73 tamper switches, 56 water flow switches, 783 visual devices, and 48 batteries. The contract consists of a one-year base period beginning April 15, 2026 through April 14, 2027, followed by four one-year option periods extending through April 14, 2031. Estimated contract value is $432,168.63, with base year at $83,044.83, Option Years 1-4 at $84,705.73, $86,399.84, $88,127.84, and $89,890.39 respectively. The justification cites continuity of service, facility safety criticality, and the contractor's current performance as rationale for sole source award. Market research identified only one SDVOSB in the relevant industry classification. A Notice of Intent was issued March 16-20, 2026, receiving two responses: ASL LLC requesting cost information and Optimum Low Voltage, LLC disputing the SDVOSB authority. The J&A was certified by Aaron Otto (Safety and Occupational Health Specialist), approved by Contracting Officer Cynthia Diezel, and endorsed by Acting Branch Chief Demarcus Thompson. The document confirms the action meets SDVOSB eligibility criteria, remains below the $5 million threshold, and commits to competitive solicitation at contract expiration.

Due to the critical need for the services requested and the need date of 04/15/2026, this requirement will be awarded on a sole source basis to Pacific Coast Contracting Group for a period of five (5) years consisting of a base plus four (4) option years. However, due to the critical need for the services requested and the need date of 04/15/2026, this requirement will be awarded on a sole source basis to Pacific Coast Contracting Group for a period of five (5) years. This will ensure continuity of service and guarantee fire alarms are in good working order which is critical for Veteran and VA staff safety. At the end of the contract period a competitive acquisition will be solicitated. A search for Pacific Contracting Group conducted on the System for Award Management shows this firm has an active SAM registration and no exclusions.
