About this file
This document contains a single source justification for maintenance and repair services for four Xenex Disinfection Robots currently in use at the Boise VA Medical Center. The justification cites the unique characteristics of the robots which require maintenance and repairs to be performed only by the manufacturer Xenex Disinfection Services Inc. Market research found no other contracts available for this service, and Xenex confirmed they have no authorized providers other than their own service technicians. Pricing for a base year and option year of service was included, totaling $XX,XXX, deemed fair based on a similar past contract. The contracting officer certified the purchase in accordance with FAR.
The related federal contract opportunity was a special notice for the Xenex Disinfection Robots service contract, with solicitation number 36C26024P0002 for the Department of Veterans Affairs VISN 20. Maureen Sundstrom was listed as the point of contact.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with FAR 13.106-1(b) this will be single sourced to the large business and manufacturer, Xenex Disinfection Services Inc. The Boise VAMC currently has 4 Disinfection Robots that are no longer covered by warranty. The OEM, Xenex Disinfection Services Inc., has no authorized providers. Only the manufacturer trained service technicians are authorized to perform service and repairs. The Xenex Disinfection Robots are used at the facility to assist with site disinfection. The Robots ensure a lower risk of infection for personnel by using UV light to deactivate germs without the use of chemicals. The Robots are portable and can be easily moved from area to area. They can eliminate from 95 to 100% of contaminants in the environment. For example, the Robots deactivate 99.99% of methicillin-resistant Staphylococcus aureus (MRSA) in the environment. The CDC estimates that MRSA is responsible for more than 70,000 severe infections and 9,000 deaths per year, making preventing staph infections a priority in healthcare facilities where patients are at higher risk. By providing the manufacturer required maintenance and repair, the Robots will remain under warranty and operate as intended by the manufacturer.

4. Description of market research conducted and results or statement why it was not conducted:
Government wide data bases of contracts were searched. Contract Directory revealed that there are no contracts available for use for this acquisition. Contract GS-07F-0587Y for Xenex was found on GSA, however, Xenex confirmed that this service is not available via any existing contract. Xenex was contacted and confirmed that they have no authorized providers for this service. A search of FPDS revealed numerous contracts for Xenex service, all awarded to Xenex, and not competed.
FPDS was searched to establish price reasonableness and revealed awards to VA facilities reflecting prices similar to that which is being offered in the current acquisition. In particular, contract 36C25720N0457, dated 06/29/2020 for , was for service covering 3 robots, indicating that the per year for 4 robots is fair and reasonable.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
