About this file

This document is a Sources Sought (SS) Notice for Sleep Studies at the Louis Stokes Cleveland VA Medical Center. The VA is conducting market research to determine industry capabilities and assess whether there are sufficient small businesses to warrant a set-aside for procuring home sleep apnea testing services using the WatchPAT device, an FDA-cleared, non-invasive diagnostic tool. The device measures sleep architecture through peripheral arterial tone signals, oximetry, and other physiological indicators, allowing patients to complete sleep studies at home with clinical accuracy.

Potential sources are required to submit detailed information including contact details, business classification, contract numbers, capability statements, SAM UEI number, delivery timelines, product origin, and manufacturer information. Responses must be submitted to Rachelle J. Hamer via email by Thursday, October 30, 2025, at 11 AM ET, with the subject line "RFI 36C25026Q0068 | Sleep Studies CLE". The notice emphasizes that this is not a formal solicitation, but rather a market research effort to inform the VA's future acquisition strategy for sleep study services.

SOURCES SOUGHT

Sleep Studies Cleveland This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids). This SS is part of the Government’s market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SS are strictly voluntary, and the Government will not pay respondents for information provided in response to this SS. Responses to this SS will not be returned, and respondents will not be notified of the result of the review. Although responses to the questions posed by the Government would be most beneficial to this market research effort.

The purpose of this SS is to conduct Market Research to determine an acquisition strategy, to include determining if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside, for the procurement of Sleep Studies at the Louis Stokes Cleveland VA Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106.

The WatchPAT is an FDA-cleared, non-invasive home sleep apnea testing device designed to assess sleep architecture and identify sleep-disordered breathing events. The system utilizes peripheral arterial tone (PAT) signal technology, along with oximetry, actigraphy, and heart rate variability, to accurately detect apneas, hypopneas, and related respiratory disturbances. Unlike traditional polysomnography, WatchPAT does not require complex wiring or in-lab monitoring; it measures physiological signals through a finger-mounted probe and chest sensor, allowing patients to complete studies in the comfort of their own home while maintaining clinical accuracy. Data is automatically uploaded to a secure cloud platform for interpretation by qualified sleep specialists. The WatchPAT provides validated measurements of key sleep indices including AHI, RDI, oxygen desaturation index, and sleep staging (REM, light, and deep sleep). The device has been independently validated against full polysomnography in multiple peer-reviewed studies and is widely used in VA and hospital settings to improve diagnostic accessibility and patient compliance for sleep apnea evaluation.
