About this file

This Statement of Work (SOW) outlines requirements for Workplace Conflict Management (WCM) training at Tennessee Valley Healthcare System (TVHS). The contractor must provide instructor-led, face-to-face mediation training that certifies TVHS employees as mediators, with a performance period of January 27, 2025 through September 30, 2025.

The SOW specifies that all deliverables must use layperson language and include a glossary for technical terms. The contractor must maintain strict confidentiality, with all materials becoming U.S. Government property and requiring Contracting Officer approval for any releases. The location is TBD, and the contractor must provide breakfast and lunch including bagels, sandwiches, snacks, and beverages. Security accreditation is not required. The training aims to address TVHS's increasing workplace conflicts and equip staff with mediation skills to handle employee issues at the lowest level before they escalate to EEO complaints.

1. Title of Project: Mediation Training

2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work

(SOW), except as may otherwise be specified. Tennessee Valley Healthcare

System (TVHS) is needing a Workplace Conflict Management (WCM) workshop to provide training for employees to act as mediators. This WCM course will be instructor lead, face to face, and provide certification of completion and to be mediators.

3. Background: TVHS is continuing to see an incline of conflict complaints throughout its workforce. Unfortunately, many TVHS supervisors are not yet fully equipped with the skills needed for basic conflict resolution.

Unresolved conflict deflects employees from the TVHS mission, changing their workday from working the mission to what they feel is “individual survival.” Some conflicts are even more complex than others and require EEO involvement. Most importantly, unresolved conflict can become frivolous

EEO complaints and impact TVHS HRO mission. To assist with a more rapid response to all levels of conflict, it is beneficial to have trained mediators throughout TVHS available to address employee issues and complaints at the lowest level.

4. Performance Period: The contractor shall complete the work required under this SOW between 1/27/2025 through 9/30/2025, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor’s proposal, the contractor’s proposed completion date shall prevail.

B. GENERAL REQUIREMENTS

1. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms.

C. LOCATION: TBD

VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the contract.

2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the CO for response.

3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
