About this file

This is a sole source justification letter from Vantive US Healthcare LLC confirming its status as the manufacturer and sole source provider for Phoenix Dialysis Equipment (Product Number 103453) in the United States. The letter, dated September 16, 2026, and addressed to Hampton VA Medical Center in Hampton, Virginia, establishes that Vantive holds proprietary rights to the software on the Phoenix Dialysis Equipment and does not contract with third-party service providers for maintenance and support services. All service work on the equipment is performed directly by Vantive technicians, who assume full liability for any service-related issues, as opposed to third-party certified organizations where the service provider would bear liability.

This documentation supports the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6's intent to sole source a Baxter Dialysis Maintenance and Support contract (Solicitation Number 36C24627R0007). The letter establishes the sole source justification necessary for the VA to proceed with a non-competitive procurement for dialysis equipment maintenance services without soliciting competitive bids.

RE: Phoenix Dialysis Equipment Full Service Agreement This letter serves as confirmation that Vantive US Healthcare LLC (“Vantive”) is the manufacturer and sole source provider in the United States for the Phoenix Dialysis Equipment, Product Number 103453. Vantive has proprietary rights to the software on the Phoenix Dialysis Equipment. Vantive does not contract with any third-party service providers to service the Equipment. There are however, third party service organizations that are Vantive certified and trained to work on the Phoenix Dialysis Equipment. The difference is that if you are contracted through Vantive, a Vantive technician will do all the work on the Equipment and be liable for any service-related issues. With the third-party organization, if a service situation or incident arises with a patient or customer, the third-party provider would be liable since they provided the service.

Thank you for your continued support of Vantive US Healthcare LLC. If you have any questions or need further assistance, please contact me at chad.craig@vantive.com Regards, Chad Craig Service Contract Analyst Vantive US Healthcare LLC
