About this file
This document is a Request for Information (RFI) issued by the VA Financial Services Center (FSC) and Veterans Health Administration (VHA) for 3M Grouper Plus Content Services (GPCS) Software as a Service. The RFI seeks potential alternate solutions to add capabilities for processing medical claims for the VA's Family Member Program using Tricare pricing, to be integrated with the existing electronic Claims Administration and Management System (eCMAS) Health Care Engine (HCE). The government is contemplating adding three specific software components to Option Period Two of Contract 36C10B23C0023: RHSP TRICAR (TRICARE DRG Grouping & Reimbursement), GPCS TRIOPP (TRICARE APC Grouper with OPPS Reimbursement), and GPCS TOPT (TRICARE Outpatient Pricer Tables).
Interested contractors are requested to submit a capabilities statement by April 24, 2025, at 3:00 pm Eastern, addressing the proposed software solution, implementation approach, potential benefits, risks, and rough order of magnitude pricing. The RFI specifies strict requirements for any alternate solution, including full interoperability with the current Solventum GPCS solution and eCMAS HCE environment, ability to process Tricare-priced medical claims, FedRAMP compliance, maintenance support within five business days, 24/7 technical support, and full implementation by May 23, 2025. Responses must be emailed to James Morgan (Contract Specialist) and John Fields (Contracting Officer) with "GPCS Alternate Solution" in the subject line, and marked as "Proprietary Information" if business-sensitive.

VA Financial Services Center (FSC) and Veterans Health Administration (VHA) awarded contract 36C10B23C0023 on May 23, 2023, to fulfill a requirement for an enterprise GPCS SaaS solution in order to automate its healthcare claims pricing methodologies. VA FCS requires the GPCS solution to integrate with the existing medical claims processing system, the electronic Claims Administration and Management System (eCMAS) Health Care Engine (HCE). eCAMS HCE is a centralized and configurable healthcare claims processing platform that supports VA claims processing business functions, including pricing methodologies, and is capable of adjudicating, processing, and preparing payment of claims by healthcare providers.
The eCAMS HCE platform supports a minimum of 85 percent of all claims transactions as auto-adjudicated with straight through processing, with no human touch points or human interaction.
The current contract utilizes 3M Grouper Plus Content Services Software as a Service to fulfill the requirement. Additional capabilities are now required to process medical claims processing for the VA’s Family Member Program that uses Tricare pricing for its claims.
The Government is seeking possible alternate solutions to the required added capability. The requirements for any alternate solution include:
1. Full interoperability with the currently installed and configured Solventum GPCS solution.
2. Full interoperability with the eCAMS HCE environment and an as-is basis.
3. Capability to process medical claims utilizing Tricare pricing.
4. Contractor must be able to provide maintenance support services to include software upgrades, updates, enhancements, and corrections within five (5) business days.
5. Contractor shall provide remote and telephonic technical support 24 hours a day, seven (7) days a week.
6. Contractor and solution must be FedRAMP compliant.
7. Must be able to be implemented and fully operational by May 23, 2025.
Interested contractors with a possible alternate solution may submit a capabilities statement containing the following information:
1. The proposed software solution
2. Information as to how the proposed solution can be implemented with the currently configured solution without a requirement to significantly reconfigure the current software solution or eCMAS HCE environment.
3. Information as to any benefits gained from the alternate solution over the current contemplated software addition.
4. Information as to any risks involved with accepting the recommended alternate solution.
5. Rough Order Magnitude pricing for implementing the proposed alternate solution.
All responses must be transmitted via email to James Morgan, Contract Specialist, at james.morgan10@va.gov and John Fields, Contracting Officer, at john.fields3@va.gov no later than April 24, 2025, 3:00 pm Eastern. Please note “GPCS Alternate Solution” in the subject line of your response. Mark your response as “Proprietary Information” if the information is considered business sensitive.
