About this file
This document is a Statement of Work (SOW) for a roof storm drain liner repair project at the National Memorial Cemetery of the Pacific (NMCP) in Honolulu, Hawaii. The project aims to rehabilitate the roof storm drain system of the Administration Building, which has been experiencing repeated flooding in the Honor Guard room restroom. The contractor will be required to inspect, clean, and install an epoxy lining in the existing pipe system, using a pipe inspection camera to identify and map problem areas, thoroughly clean the pipes, and perform a final inspection to ensure proper installation and leak prevention.
The project has a 45-calendar day completion timeline from the Notice to Proceed, with work to be conducted during normal business hours (8:00 am to 4:30 pm) Monday through Friday, excluding federal holidays. The contractor must coordinate closely with the Cemetery Director, Contracting Officer's Representative (COR), and Project Manager, and adhere to strict standards of conduct given the cemetery's sensitive nature. The total contract value is not specified in the document, but the work involves a single line item for cleaning and installing the roof storm drain liner. 1. DESCRIPTION
The National Memorial Cemetery has been experiencing repeated flooding of the restroom in the Honor Guard room on the lower level of the Administration Building over the past 3 months. We’ve been monitoring it and doing a myriad of experiments and investigative work to try to determine the cause and some potential solutions to stopping it. The Administration Building’s roof is a butterfly design. The low point of the roof is in the center of the building and the valley runs diagonally from front left to right rear of the building when looking at it from the front.
All evidence points to the roof downspout which runs through the foundation on the south end of the building and exits the foundation where the flooding restroom is. Using a pipe inspection camera, we found two spots where the joint/coupling appears to be separated, likely due to the visible settling of the stairway adjacent to the foundation where the drain exits.
NMCP is looking to rehabilitate and extend the useful lifespan of the roof storm drain non-pressurized mechanical system with minimal disruption.
2. GENERAL REQUIREMENT
1. Before beginning any work, the Contractor shall survey the site and inspect and measure the pipe system for the Administration Building’s roof storm drain and review the scope of work to determine the extent of the work. The Contractor shall inspect the pipe system with a pipe inspection camera. Once the pipe system is inspected and measured, the problem areas shall be accurately identified and mapped providing accurate measurements and dimensions. The contractor shall take the necessary precautions to avoid damages to existing equipment, structures, and all items to remain in place, to be reused or to remain the property of the Cemetery. Any damaged items shall be repaired or replaced at the Contractors expense as directed by the COR.
2. The pipe system shall be thoroughly cleaned/etched/flushed of buildup and corrosion so the liner can bond to the inside of the pipes. The cleaning method shall be approved by the COR.
3. Submittals: Prior to installation, the contractor shall submit to the COR and Project Manager for approval, the manufacturer’s literature and specifications for ALL materials being installed.
A. Forward submittals in sufficient time to permit proper consideration and approval action by Government. Time submission to assure adequate lead time for procurement of contract-required items. Delays attributable to untimely and rejected submittals will not serve as a basis for extending contract time for completion.
B. Submittals will be reviewed for compliance with contract requirements by the District Architect-Engineer/PM, and action thereon will be taken by Contracting Officer’s Representative (COR) on behalf of the Contracting Officer.
4. After cleaning the pipe system, measurements are transferred to the epoxy lining material and the segment is built prior to the installation. This ensures the liner is accurately measured for installation.
5. Installation: When installing the liner, the contractor shall use the existing access point, storm drain located in the parking lot of the Administration Building.
6. Final Inspection: At the completion of the installation the contractor shall perform a final inspection with a pipe inspection camera to ensure the liner is installed correctly and leak free observed by the COR.
7. All utilities required for the continuous operation of all existing facilities must be maintained in service at all times. All work shall be coordinated with the COR. Work will be conducted in such a manner to minimize the impact on the Cemetery operations. Coordinate any shut-down of water supply to the existing irrigation system with the COR. Water shall be restored at the end of each business day. Provide temporary piping as required to restore water supply to the irrigation system.
8. The Contractor shall obtain any necessary permits and cooperate with the utilities company/cemetery staff to avoid any damage or liability and provide a safe work environment for his/her employees. The Contractor is responsible for damages to utilities, above and below ground.
